This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & the Major Range and Test Facilities Base (MRTFB) in the Department of Defense (DoD) to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Respond to accidents and other emergencies involving injury, illnesses, hazardous environments, and other unknowns.
Upon arrival determines scene safety, makes a preliminary assessment of the patient's condition and selects from a variety of prescribed Basic Life Support Protocols, which is appropriate under the given circumstances.
Provide treatment as prescribed in protocol, modifies the protocol, as necessary, within prescribed limits.
After stabilization of the patient is accomplished decide which medical facility to use and provide transport by the best route to the medical facility.
Respond to various alarms and combats fire requiring the full performance of firefighting tasks of moderate to severe difficulty to protect life and property.
Serves as member of the hazardous material/weapons of mass destruction (WMD) emergency response team and structural firefighting crew.
Drives and operates fire department vehicles of significant complexity to include firefighting equipment (Fire Engines, Aerial Ladder), ALS Ambulance, Hazardous Materials Response unit, Support equipment, Rescue boats and forklifts as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A current, valid state driver's license and Government license is mandatory for this position.
- A pre-employment and continuing drug testing is required.
- Physical fitness training is required for the position. Incumbent must pass a Firefighters Agility Test prior to employment and annually thereafter. Incumbent is required to pass preemployment and annual firefighter physicals.
- This position requires rotating shifts. 144 Firefighter hours per pay period.
- This position requires heavy lifting up to 75lbs.
- This position is mission essential.

This is a developmental position, GS-04, GS-05, GS-06 FPL GS-07. Management may select at either grade level.

Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized.

Specialized Experience GS-04: One year of specialized experience which includes: 1) Assisting in responding to accidents and emergencies involving injury and/or illness; 2) Using and maintaining a variety of firefighting equipment; 3) Knowledge in the theories of fire extinguishment; actively participates in formal training and/or hands on training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).

Education: Two years of education above the high school level in an accredited college or university in Fire Training, Fire Science, or other related fields of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.
Specialized Experience GS-05: One year of specialized experience which includes: 1) Assisting with controlling hazardous materials incidents; 2) Assisting in responding to accidents and emergencies involving injury and/or illness; 3) Assisting with extinguishing fires and/or rescue operations for a fire department; 4) Using a variety of equipment for communication, rescue, and medical attention (i.e., telephone and radios, extrication tools, ropes, medical tools, etc.); 5) Actively participates in formal training and/or hands on training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level in an accredited college or university in Fire Science, Fire Training, or other related fields of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 120. Add the two percentages.
Specialized Experience GS-06: One year of specialized experience which include: 1) Controlling and extinguishing fires, operating hose lines, makes forced entries, ventilating structures; 2) Performing or assisting in rescue operations including administering first aid to injured victims; 3) Using a variety of equipment for communication, rescue, and medical attention (i.e., telephone and radios, extrication tools, ropes, medical tools, etc.); 4) Assisting with controlling hazardous materials incidents; 5) Driving and operating firefighting apparatus of significant complexity; e.g., pumpers, aerial ladder trucks, and crash rescue trucks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Specialized Experience GS-07: One year of specialized experience which includes: 1) Controlling and extinguishing fires, operates hose lines, makes forced entries, ventilating structures; 2) Performing or assists in rescue operations including administering first aid to injured victims; 3) Driving and operate firefighting apparatus of significant complexity; e.g., pumpers, aerial ladder trucks; 4) Responding to releases or potential releases of hazardous materials for the purpose of stopping or controlling the release using specialized protective clothing and control equipment; 5) Using a variety of equipment for communication, rescue, and medical attention (i.e., telephone and radios, extrication tools, ropes, medical tools, etc.); 6) Actively participates in formal training and/or hands on training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
For each grade level, you must also meet the certification and licensure requirements as stated in the Education Section of this announcement.
Maximum Entry Age (MEA) The MEA for Firefighters is 37. An employee originally hired into a covered position must be hired by the last day of the month he/she reaches 37.
Maximum Reentry Age
An employee who previously served on a covered position may be rehired past the MEA as long as he/she is able to complete 20 years of covered service by his/her mandatory retirement age. The maximum re-entry age for the individual is calculated by determining the total amount of time he/she has served on a covered position and subtracting that from age 57 if a firefighter. The employee's current age is compared to the calculated maximum re-entry age to determine if he/she can be rehired into the covered position.
Waivers to Maximum Entry Age
MEA may be waived, but only under specific circumstances and only if approved by the authorized entity: Waivers to MEA for firefighters must be approved by local Command.
Proof of Age: As this is (primary/rigorous firefighter OR covered ATC) position, your application package MUST include a government issued document indicating your date of birth. Education
Certification Requirements for each grade level are as follows. You MUST submit a copy of your certifications with your application package.
If you do not have one of the required certificates due to the DoD F&ES Certification Program delay - You may submit a provisional certificate, memorandum from the Fire Chief requesting the certificates, and/or another document showing completion of the course. PLEASE NOTE: If selected, you will not be placed into the position until the official certificate has been received from the DoD F&ES Certificate Program.
