This position serves as Supervisory Engineering Technician with primary purpose of providing comprehensive management advisory and technical services through analytical and evaluative techniques to Veterans Health Care System, in the engineering management and operation of the complex 24-hour medical center and all the critical supporting infrastructure. Incumbent manages, supervises and directs the work of Engineering Technicians.
Duties
Duties include, but are not limited to:
Project Management and Technical Engineering
Providing expert technical opinions on the interpretation and application of regulations pertaining to the Engineering Maintenance and Operations Program
Serving as Contracting Officer's Representative, level II for in-house level construction projects, 5-year service contracts and maintenance and repair contracts
Preparing procurement packages to include establishing requirements, scope of work, cost estimates, design criteria, layouts and specifications, establishing contract surveillance techniques for quality assurance, negotiating contract terms and costs, monitoring contractor's operations, reviewing shop drawings, issuing and keeping control of government furnished material, preparation of progress charts, conducting job site inspections to insure that the contractor is complying with contract plans and specifications, evaluating
and recommending the Contracting Officer approval or disapproval of contract modifications, approval of partial and final payments, and coordination of contract work
Surveying and inspecting areas, buildings, structures, operation of facilities, machinery, mechanical processes, boiler plants, electrical installation, transportation and material handling equipment and personnel, etc., for the purpose of insuring conformance to safety rules, standards, and regulations
Detecting hazards and proposing effectiveness measures for hazard identification and prevention
Preparing written reports to include accident reports on all safety matters
Evaluating and reviewing design drawings, specifications and cost estimates from Architect- Engineering Consultants for accuracy, completeness and conformity with requirements for planned projects
Preparing and maintaining engineering-related drawings and plans according to established guidelines, using a variety of computer-based techniques, including scanning, hand digitizing, direct file transfer and using highly specialized computer-aided design (CAD) graphic programs
Planning and Managing Automated Engineering Management System/Medical Equipment Reporting System
Maintaining a prioritized list for the ongoing preventive maintenance of critical utilities and building service equipment in support of medical center operations to assure compliance with National Fire Protection Association, Life Safety Code and with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO)
Recording, tracking, reporting and producing records and documentation to verify and attest compliance during internal audits, VISN and JCAHO hospital surveys
Serving as a central point-of-contact for status of all engineering work requests in the areas of maintenance, repair, construction and alteration of the installation's facilities and building service equipment
Responsible for the overall management of the work order process by filtering un-categorized work orders, including prioritizing, scheduling, coordinating and reviewing work
Analyzing and evaluating work requests for feasibility, compliance with restrictions imposed by regulatory and statutory directives and the impact of the planned operation and maintenance of the medical center
Ensuring work requests are processed in accordance with established operating procedures, that they are verified to avoid duplication to avoid unnecessary time lost or cost spending
Providing technical assistance to other parties as may be required to improve work management and productivity
Staying abreast of overall developments to the degree required to achieve process improvements and desired customer support
Supervisory and Personnel Management
Exercising managerial authority to set a series of work plans
Work is assigned based on requirements of assignments and natural responsibilities of subordinates
Evaluating work performance of subordinates
Interviewing candidates for subordinate positions, recommending appointments, promotions and reassignments
Giving advice, counsel or instructions to employees on work and administrative matters
Maintaining good working knowledge of union contract by-laws and management responsibilities and notifying union of actions that affect policy, practice or working conditions
Dealing with employee and union representatives to resolve complaints or grievances
Performing other duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Supervisory Engineering Technician GS-12 requires the Individual Occupational Requirement be met.
Individual Occupational Requirement
This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
methods and techniques of engineering or architecture; and
construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials
Specialized Experience (for positions at GS-4 or equivalent and above):
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing comprehensive management advisory and technical services to the Project Management Section; acting as the technical advisor to Engineering Management; responsible for attaining engineering Facility Management and Maintenance program goals and objectives involving a complex and multi-mission Medical Center; reviewing related administrative policies and standard operating procedures such as those governing the in-house construction, maintenance and operation program, allocation and distribution of personnel, supplies, equipment and other resources, or promulgating program guidance for application across organizational lines; establishing criteria and formulating projects by preparing specifications, scope of works, cost estimating and drawings for facility maintenance and repair contracts; correcting deficiencies, improving the facility and bringing areas into compliance with changes in laws and regulations and revised Directives; assessing and measuring program effectiveness with established performance measures; identifying, devising and implementing corrective actions when necessary and evaluating facility management problems and unusual situations and initiating procedures for completing work and providing solutions.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
