Duties
Responsible for providing analysis of unique conditions involving all operations in the office of the Procurement Executive, the Acquisitions Branch, the Property & Construction Branch, the Field Acquisition Office and the Facility Management Branch in Grand Prairie, TX. Originates and prepares various policies and procedures for use in the Branches. Involved in developing, analyzing, evaluating, advising on or improving the effectiveness of work methods and procedures, organizations, management controls, documentation systems and similar functions of management that involve difficult and complex issues. Participates in the development, creation of programs and documentation of internal procedures for internal controls for all Branches. Develops and monitors the operational budget requirements of the offices, preparing justifications and supporting documents for the formal budget process and maintains records of office expenditures. Provides direction to staff on proper procedures and methods, as well as advice and guidance in program matters and in resolution of broad or difficult problems.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
GS-11:
Experience presenting information and training to staff during Branch meetings regarding office procedures.
Experience inputting data into various spreadsheets and databases for further analysis by Management.
Experience assisting in the development of acquisition training for contracting staff.
GS-12:
Experience developing and implementing new standard operating procedures throughout the Branch.
Experience developing spreadsheets and databases to track vital acquisition information to respond to Management and Departmental data calls.
Experience developing presentations to be used in formal acquisitions training for annual acquisition training.
If applicable, credit will be given for experience gained in community, cultural, social service, and professional association on the same basis as paid work experience.
