This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Hampton VA Medical Center (VAMC), within the Interior Design Section, Environmental Management Service (EMS). The primary purpose of the position is to apply a variety of coating materials to multiple surfaces such as wood, metal, concrete, etc. Performs job tasks in all areas of the facility common to the painting trade.
Duties
The work involves coverage of a variety of surfaces by patching, sanding, dusting, and applying paint by brush, spray, or roller to interior or exterior surfaces. The incumbent performs the work of a Journeyman Painter and Plasterer involved in the maintenance, repair, construction, alteration and modification of building structures throughout the Medical Center. Performs the design and layout of the work to be accomplished and selects appropriate tools to facilitate job completion. Work requires an average degree of accuracy regarding calculated assessment of materials and measurements.
Must be capable of operating machinery within the Building Repair Shop including all power tools relating to the painting and plastering trades. Must adapt to new equipment as needed to facilitate job function. Will be required to train other equipment users on the proper operation of tools and equipment common to the trade. Responsible for the security of all tools and equipment assigned. Must assure that all tools are used properly to prevent damage to equipment or injury to self or others. Must keep tools in good working condition.
Is required to attend safety training and give training to co-workers as directed by supervisor.
Work includes, but is not limited to, the following: Surface preparation, including plastering, spackling and sanding, priming, intermediate and finish paint coatings of interior walls, ceilings, floors, doors and trim. Performs exterior painting of buildings, parking lots, signs, curbs, streets, etc., as necessary including cornices, facia boards, columns and windows. Paint and/or plaster is applied to various surfaces such as wood, metal, concrete, brick and parking lines. Painter must determine if existing paint or plaster must be removed prior to new surface being added.
Work includes plastering large areas on various backgrounds such as metal, wood, wallboard, gypsum lath and masonry surfaces as well as repair and patching of plaster and stucco surfaces. Sets up scaffolding or prefabricated staging as necessary, to facilitate painting job. Work also includes the painting and refinishing of office equipment and furniture. Prepares coating material by tinting, toning, matching, blending and mixing together various additives. Applies coating materials such as paint, varnishes, and shellacs with brushes, rollers, spray guns and other related methods and techniques. While preparing for the painting process, incumbent must distinguish additives with regard to SOS regulations. Cleans up using paint thinners, urethane, etc.
Removes, cuts and replaces glass. Removes and replaces window glazing and weather seals. Provides for moisture proofing, weather stripping and caulking. Minor carpentry work is required occasionally with regard to the repair of ceilings and walls.
There are no specific supervisory responsibilities; however, painters will be expected to monitor work performed by temporary and CWT workers and give instructions and guidance as needed. Will also monitor work performed by contractors and inspect buildings as necessary.
Submits work orders via Decentralized Hospital Computer Program.
Disassembles office furniture and assist with staff relocations.
Performs other directly related work.

Physical Requirements: Heavy physical efforts are required. Must be able to lift heavy objects, walk, bend, stoop, climb, crawl and stand on feet for extended periods of time. Must be able to work in tight and restrictive spaces such as under buildings, under equipment, in attics, in tunnels, etc., and at high elevations such as on roofs, scaffolds, ladders, in towers, above 30 feet, etc.
