Incumbent functions as a member of Education Service to develop and administer training and staff development programs for Central Alabama VA Healthcare System (CAVHCS) staff throughout all sites. The incumbent coordinates the development, implementation, evaluation, and operation of these programs.
Duties
The incumbent will provide coordination, consultation and technical assistance on all local training matters related to employee education and staff development. They are responsible specifically for course development, training, and surveys, arranging training space and subject matter experts, if required, to facilitate training, evaluation, and program development. Incumbent develops and implements training courses and staff development programs related to topics such as leadership, conflict management, collaboration, constructive feedback, working with difficult people, team building, performance evaluations, effective communication, and business writing. The incumbent will prepare course goals and objectives and develop course descriptions that meet the overall mission of staff and nursing education. The incumbent will develop and/or adapt curriculums that meet the needs of the learners and educational programs.
Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Basic - Individual Occupational Requirement:
Education: Undergraduate or Graduate degree with a major field of study related to education or a subject area related to the position to be filled.
OR
Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying experience include teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Minimum Qualification Requirement:
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to implementing theories, methods and principles of adult learning to include higher education, continuing education, pre-requisites, and academic requirements; researching federal and state laws governing academic requirements for various professions and accreditation requirements as they pertain to maintaining employees' education and training; building curriculums; planning and scheduling learning events; and analyzing program outcomes.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which provided the knowledge, skills and abilities to the do the work of the position.
OR
Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
Work Environment:
Work is usually performed in offices, meeting rooms, classrooms, or similar settings involving everyday risks or discomforts. The work area is adequately lighted, heated and ventilated. This position requires no exposure to TB which requires us of a HEPA respirator.
