This position is located within the Division of Facilities Operations (DFO), Office of Environmental
Health and Engineering (OEHE), The incumbent in this position is responsible for the management and
oversight to four major areas of real property management: 1) real property acquisition including leases: 2) asset management and accountability; 3) quarters (housing) management program: and 4) real property utilization and disposal.
Duties
Management and Utilization of Real Property
Prepares revocable licenses, use permits, easements, and other land and space arrangements to assure program and statutory requirements comply with Federal real property regulations and standards. Resolves concerns and disputes between IHS, Tribes, States, local governments, and others.
Sale, Transfer or Disposal of Real Property
Reviews and approves documents submitted by the Area Real Property Specialist for the sale, transfer or disposal/release of space, buildings, land and other real property capital assets. Resolves concerns and disputes between IHS, Tribes, States, local governments, and others.
National Policy/Realty Program Issues/Realty Task Forces
Maintains and updates implementing real property management policies and procedures impacting acquisition, reporting, management, utilization and disposal of IHS real property capital assets agency-wide.
Acquisition of Real Property
Assists with the acquisition of new space, buildings, structures, and land for IHS. Resolves concerns and disputes between IHS, Tribes, States, local governments, and others.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Examples of qualifying specialized experience must include, but is not limited to:
1. Experience serving as a technical advisor in the management of real estate requirements for realty projects including coordinating negotiation, budgeting, leasing, property transfer alterations, acquisition and disposal, and project management with property owners, Federal agencies, state, local governments, banks and/or insurance companies, AND,
2. Experience reviewing and preparing Federal realty actions and legal documents involving real property acquisition, management and disposal; and other pertinent realty actions that comply with Federal, Departmental, and Agency regulations, policies and procedures.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
