Duties

You will manage NAS Lemoore’s Agricultural Outlease Program. You will assist with the implementation of the Integrated Natural Resources Management Plan and manage agricultural and natural resources. You will conduct inspections of agricultural fields to ensure compliance with terms and conditions of the lease, and prepare inspection reports. You will coordinate with other environmental staff on the Installation to ensure compliance with local, state, and federal regulations by satisfying the conditions of, modifying, and applying for permits as necessary. You will develop and maintain contacts with other Federal, state, and local agencies, including but not limited to, US Department of Agriculture, Bureau of Reclamation, US Fish and Wildlife, and Westlands Water District. You will coordinate agricultural leasing matters with lessees and other stakeholders. You will assist with the preparation of scopes of work and government estimates for agricultural outlease funded work, including natural resources surveys and studies. You will Interpret and apply environmental instructions, policies, practices, and regulations.

Qualifications

GS-11: In addition to the basic requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying environmental instructions, policies, practices, and laws and regulations; 2) Conducting site investigations and inspections to ensure compliance with permits, leases, and federal and local laws and regulations; 3) Utilizing computer skills and computer software applications such as Microsoft Word, Excel, and PowerPoint; and 4) Communicating updates, issues, and recommending corrective actions to leadership in an effective and clear manner. GS-09: In addition to the basic requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in completion of day-to-day natural resource compliance issues; 2) Assisting in planning efforts and issues related to compliance or natural resources programs; 3) Assisting in site investigations and inspections to ensure compliance with permits, leases, and federal and local laws and regulations; 4) Utilizing computer software applications such as Microsoft Word, Excel, and PowerPoint; and 5) Communicating status and issues to a team in an effective and clear manner. Education

Basic Requirements:
  1. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.


In lieu of experience, the following education may be substituted at the below grade levels.

GS-09:
2 years of progressively higher level graduate education leading to a master's degree
or
master's or equivalent graduate degree.

GS-11:
3 years of progressively higher level graduate education leading to a Ph.D. degree
or
a Ph.D. or equivalent doctoral degree.
