Duties

VA offers a comprehensive total rewards package: HR Specialist Total Rewards This position is in the VISN's Human Resources Recruitment & Placement (R&P) Shared Services Unit (SSU) reporting to the SSU R&P Chief. The Supervisory Human Resources Specialist supervises the R&P SSU Staff and administering the VISN's Federal recruitment, placement, and staffing programs. Provides expert level human resource advice and guidance on these programs to the VISN management and staff. Responsible for the implementation of R&P policies and regulations, development of local policies and procedures, serving as the VISN's policy and regulatory subject matter expert (SME), and briefing VISN and medical centers' (MC) management on these programs. Major Duties: Administers the VISN's R&P activities supporting the mission and operations of the VISN. Provides expert training, leadership, mentorship, advice and guidance to Human Resources Specialists and Assistants. Monitors legislative and regulatory changes in R&P guidance. Provides advice and guidance concerning Federal laws, Executive Orders, Directives, and decisions relating to R&P programs. Ensures VISN R&P policies are reflective of current rules, regulations, and procedures as mandated through VHA, VA, OPM, and other regulatory agencies. Provides oversight of R&P programs (i.e. Veteran Employment and Selective Placement; Upward Mobility; Recruitment, Relocation and Retention; Education Debt Reduction; Student Loan Repayment; Pathways; and Without Compensation/Paid Medical students and residents). Assures customer inquiries are resolved promptly. Recommends/makes selections for subordinate nonsupervisory work/group leaders and other staff members. Monitors and evaluates employee performance. Coaches and develops employee capabilities. Recommends awards or bonuses for nonsupervisory personnel. Recommends changes to work assignments. Provide advice, counsel, and instruction to employees on both work and administrative matters. Conducts oral and written counseling and recommends disciplinary or adverse actions, if required. Develops and maintains effective working relationships with supervisory and managerial officials, VISN HR Office, union representative, employees, educational institutions, Veterans organizations, media outlets, etc. Communicates the organizational vision and objectives. Work Schedule: Full-time; Monday through Friday; 8:00am to 4:30pm Compressed/Flexible: May be available Telework: Regularly teleworks 4+ days per pay period Virtual/Remote: Milwaukee location preferred but will consider remote for a highly qualified candidate. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Working with Federal Civilian recruitment, placement, and pay setting rules and regulations; Working with rules and regulations governing recruitment activities for Title 5 and Title 38 positions; Providing recommendations and interpretations of recruitment policies, regulations, and procedures to managers and supervisors; Creating crediting plans; Performing job analysis of positions; Providing advisory services to management/supervisory levels regarding identification and analysis of management staffing problems and development of solutions considering the total personnel management view point; and Advising management on recruitment strategies, sources and special programs emphasizing affirmative action in staffing positions. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Working with Federal Civilian recruitment, placement, and pay setting rules and regulations; Working with rules and regulations governing recruitment activities for Title 5 and Title 38 positions; Providing recommendations and interpretations of recruitment policies, regulations, and procedures to managers and supervisors; Creating crediting plans; Performing job analysis of positions; Providing advisory services to management/supervisory levels regarding identification and analysis of management staffing problems and development of solutions considering the total personnel management view point; and Advising management on recruitment strategies, sources and special programs emphasizing affirmative action in staffing positions.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
