THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Budget Analyst, Position Description Number T5154P01 and is part of the Deputy Chief of Staff for Operations (DCSOPS) Training Branch of the Vermont Army National Guard. of the Vermont Army National Guard.

Duties

(1) Performs moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. The decision regarding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives. The employee uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. The employee analyzes results and recommends changes. Completed work is usually evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Assistance in solving problems is available from the supervisor or a higher-graded specialist. (2) Executes budget. Continually analyzes and evaluates changes and gaps in program plans and funding. Reviews expenditure of assigned appropriations, re-imbursement allocations and transfer of funds. Reviews funding documents for assigned appropriations. Allocates appropriated funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, quarterly projections, and approved funding. Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request. Prepares or edits narrative justification and projected funding needs, and assures data in request is formally and accurately documented in a wide variety of forms, schedules, and reports. (3) Performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Identifies trends and patterns, recommends ways to improve utilization of funds, and suggests alternative funding approaches. Evaluates the effect of cost and programmatic changes on the budget execution process. Adjusts fund allocations as required. Verifies, enters and adjusts budgetary data in a variety of forms, schedules, and reports. Provides analytical guidance for year-end close out to ensure proper, legal, and full utilization of funds. (4) Provides financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures. (5) Prepares budget related reports, written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilitate work. Performs other duties as assigned.

Requirements

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Department of the Army Mobilization Processing System (DAMPS)
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Participation in direct deposit is mandatory.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. General Experience: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts defined by the NG Title 5 Excepted Service Series GS-0560 position descriptions. Specialized Experience; Is experience that prepares the applicant to perform the prescribed duties of the position. An applicant must demonstrate the following specialized experience competencies to qualify for a position identified by its applicable position description GS-Grade, financial management certification career level, and assigned military skills. To qualify as a minimal entry level for the GS-0560-09 position, the candidate must be eligible for entry into the position's financial management certification career program based before final approval and appointment is processed. The candidate must have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. OR EDUCATION: Completed undergraduate or graduate education, degree must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. You must submit a copy of your transcripts. QUALITY OF EXPERIENCE Qualification factors include education, experiences, and competencies in the Title 5 Excepted Service Financial Administration and Program Series GS-0560. An applicant's competencies are evaluated on the basis of specialized experiences earned through private and public sector agencies. The applicant's resume package may include military service experiences and/or civilian experiences; military and/or civilian performance reports; training certificates; and official college transcripts. The resume must clearly demonstrate possession of the competencies needed to fully perform the Series GS-0560 work, as defined in the applicable position description's specified grade, certification, duties, and responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FEDERALTIME-IN-GRADE (TIG): Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for this level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. CONDITION OF EMPLOYMENT & NOTES: - Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Please be advised: 1. Specialized experience will be used to determine qualifications for the announced position. 2. An applicant's RESUME must provide, in detail, how they meet the specialized experience listed. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. If education or a degree is required as part of the "Specialized Experience", you must include transcripts. Do not copy the specialized experience qualifications word for word and place into your resume; you must describe your personal experience as it pertains to each statement. As a condition of continued employment in the GS-0560-09 position, dependent on the position's certification level the employee must complete the higher financial management certification within 24 months of appointment to the position. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Financial Management Certification Level Two: The position's level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.

Education

Must have a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in NG finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
