You will serve as a GG-0343-13 Management Analyst within the Office of Special Technology (OST), NAVAL INTELLIGENCE ACTIVITY in Fort Washington, MD, where you will formulate and support the operational and technical aspects of Directorate and Human Capital priorities, standardized operational practices, and work structure and development requirements for military, civilians, and contractor personnel in order for them to achieve program objectives.
Duties
You will serve as an embedded Human Capital Liaison and as such be assigned responsibility for a customer or for groups of customers for policy support projects.
You will effectively maintain current requirements in support of programs and developmental activities and be charged with the subsequent level management; collaboration, synchronization, and execution of assigned portfolios.
You will coordinate administration and analysis of personnel support, attrition, recognition, and development.
You will research, draft, and submit organizational operational instructions recommendations for inclusion across a geographically dispersed, multi-component organizational structure.
You will function independently in a fluid, agile, task-organized environment and adapt to a changing and developing mission.
You will interact with a large number of components and echelons in the Department of Defense and with Interagency Executives as part of component level interaction and liaison experience.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- Able to travel up to 5 days per month.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Provide technical and administrative direction, procedures, training, and advice on resource requirements, language, legal responsibilities, and business related issues.
2. Plan, schedule, track budgeting, and develop statements of work or project specification along with corresponding plans, schedules, and milestones to execute assigned projects.
3. Serve as an embedded Human Capital Liaison with assigned responsibility for policy support projects.
4. Provide oversight, management, business processes, and requirements to assigned workforce to ensure to ensure proper accountability and control across the assigned portfolios.
5. Integrate data collection, analysis, and project execution to include trend and organizational analysis, process and technical plan development, technical design, and evaluation of resources programs for personnel.
