This position is a Budget Analyst, GS- 0560-7/9. One (1) position will be filled at either: Valentine, NE at the Sandhills National Wildlife Refuge Complex; or Funk, NE at the Rainwater Basin Wetland Management District Complex. The position will be filled at the GS-7 or GS-9 grade level; the Full Performance Level of this position is GS-11.

Duties

As a Budget Analyst your duties will include but are not limited to the following: Assists in the maintenance of the Regional Office accounting system using the Financial Business Management System (FBMS) and the internal Budget Tracking System. Performs all analytical and tracking duties for assigned accounts such as Resource Management, Construction, Fee, Quarters, Reimbursable, and other funding sources. Provides cost documentation guidance to Regional Office and program administrative staff and managers. Provides guidance on the reimbursable cost process, procedures, and rates. Monitors Regional Office budgets and administrative procedures for consistency with established procedures and policies. Provides monthly reconciliation and status reports to program supervisors. Determines whether allotment requests from subordinate installations and Division requests for project funding are in line with program goals and Congressional and Directorate level directives. Prepares a variety of reports covering the status of funds, expenditures, and obligations that serve as a basis for critical budget decisions. In coordination with more senior staff within the Regional Office, serves as a Regional Liaison for Internal Control Reviews and General Accounting Office and Office of the Inspector General audits and investigations. Ensures notification to Service offices of announced audits or investigations, reports and response procedures, and monitors response activities. Tracks and informs Regional Management regarding the status of Service implementation of audit recommendations. Conducts end-of-year close-out operations and maintains program obligations within authorized funding levels. Monitors and maintains FTE, procurement, award, travel and other administrative ceilings, or controls. Alerts Project Leaders, Regional Coordinators, and Program Supervisors of any non-conforming activities requiring management action. Maintains up-to-date administrative manuals. Informs the Regional Office staff of new administrative policies and procedures. Prepares manual supplements as needed. Assists with the preparation of administrative guidance for consistent operations. Reviews Regional Office administrative documents to assure accuracy, completeness and compliance with established policies and regulations. Assists with other duties as assigned, including but not limited to payroll, transportation subsidies, personnel, and travel, in accordance with established regulations, policies and procedures. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the duties of GS-9. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11.

Qualifications

Only experience and education obtained by 12/19/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification at the grade level for you would like to be considered. Minimum Qualification [GS-7] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service. Examples of specialized experience may include: assisting others with a variety of budgetary and administrative functions associated with most phases of the budget process (e.g., formulation, justification, presentation, and execution); preparing fund status and expenditure reports that reflect organizational allocation, and operating expenses; and maintaining physical and automated records, reports, guidelines, and various office correspondence. OR Education: Must possess at least 1 full year (18 semester hours) of graduate level education from an accredited college/university, that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, e.g., accounting, finance. (Unofficial Transcripts are accepted. Official Transcripts will be required if selected). OR Superior Academic Achievement: Must possess a four-year course of study above high school leading to a bachelor's degree with 24 semester hours of directly related course work (as described above) with Superior Academic Achievement (SAA). Superior Academic Achievement can be achieved 3 different ways: (1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision; (2) Grade Point Average - Applicants must have a grade point average of 3.0 or higher based on 4 years of education and recorded on applicant's transcript, or 3.5 or higher based on the average required courses completed in the major field during the final 2 years of the curriculum; or (3) Honor society membership. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. OR Minimum Qualification [GS-9] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Examples of specialized experience may include: independently performing a variety of budgetary and administrative functions associated with all phases of the budget process (e.g. formulation, justification, presentation, and execution); providing continuous monitoring of utilization of funds, funds availability, and overall budgetary progress throughout the fiscal year in order to determine that estimates of funding needs and requests for allotments are in line with program plans; and overseeing the acquisition of necessary supplies, equipment, and construction to meet needs of assigned program. OR Education: Must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Such education may demonstrate the knowledge, skills, and abilities necessary to do the work of the position; e.g. accounting, finance. (Unofficial Transcripts are accepted. Official Transcripts may be required if selected). OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
