This position is an Operations Specialist which will provide planning, performance management, budget formulation, and data analysis and collection support to the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM).
This position is outside the bargaining unit.
Duties
The primary responsibilities of this position are to advise on, participate in, and contribute to the overall OASAM planning, performance management, service level agreements, budget formulation and data analysis/ collection in the immediate Office of the Assistant Secretary for Administration and Management.
Major duties for this position, include but are not limited to, the following:
Conducts the strategic planning, performance management, and budget formulation activities necessary to support OASAM's strategic objectives.
Drafts agency planning and budget documents, such as agency management plans, annual performance reports, agency priority goals, strategic plans, and budget requests and justifications in collaboration with a wide range of stakeholders
Performs and oversees collection and review Service Level Agreement metric and other performance metric and milestone results on a quarterly basis to evaluate why metrics and milestones are meeting or not meeting targets/timelines
Leads development of quarterly performance metric reports, data visualizations, and summary briefings for agency leadership and customer agencies
Leads development of new Service Level Agreement metrics and performance metrics and milestones on an annual basis based on agency priorities and customer feedback
Performs and oversees maintenance and updates of data collection/ calculation tools and troubleshoot reporting and data integrity issues
Review customer agency feedback to identify improvements
Develops and maintains contact with a wide range of internal and external stakeholders
Other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
For the GS-14: Applicant must have 52 weeks of specialized experience equivalent to at least the next lower graded level, GS-13, in the Federal Services.
Specialized experience includes, but not limited to the following:
Conducting strategic planning, program performance management, and budget formulation.
Performing quantitative and qualitative data analysis to evaluate programs and policies
Designing data visualizations and written summaries to capture key takeaways from data analysis for an executive audience
Leading the preparation of draft reports/ documents with inputs from various stakeholder groups
Synthesizes and summarizes program information for an executive audience via written and oral communication
Develops, revises, coordinates, and leads implementation of project plans involving various stakeholder groups
