The Accounting Technician serve as the alternate Agent Cashier for the VISN 12 Great Lakes Finance Service (GLFS) and is located at the Tomah VA Medical Center . The Accounting Technician provides customer service for venders, employees, and other external and internal customers.
Duties
Duties include, but may not be limited to the following:
Examines vouchers, invoices, claims, and other requests or payment for goods and services provided to the medical center for accuracy, adequacy of documentation or citations, compliance with regulations, and justification.
Uses communication orally and through written correspondence in a professional and courteous manner.
Manages cash/check payments, records proper accounting information, and provides necessary supporting documents associated with all transactions. Conducts daily reconciliation of all payments.
Processes certified invoice payments. Reconciles undelivered orders and accrued services payable with the general ledger control accounts on a monthly basis.
Determines whether an accrual is necessary, the proper accrual period, and the accrual amount.
Maintains security of information that contains sensitive personally identifiable information for employees and patients.
Determines the proper appropriation, cost center, and budget object code to be charged and that expenditures made are incurred only as specifically authorized.
Determines the general ledger accounts, journals, and subsidiary accounts affected and debit and credit entries to be made.
Provides customer service to internal and external customers in a professional manner.
Work Schedule: Monday - Friday 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using accounting procedures related to appropriation funding, allotments, obligations and disbursements; analyzing the interrelationship of accounts that are affected by varied transactions; entering, modifying, retrieving, and deleting information in an automated general ledger system; providing a variety of procurement transactions and documents, accounting symbolic codes, account structures and procedures for setting up liquidating obligations; balancing General Ledger Accounts and selecting the proper code, accounts affected, and providing for necessary accruals to effect the proper balance of accounts in the accounting system; collecting and compiling accounting data to prepare all subsidiary reports; using manual regulations, procedures, and policies governing double entry accounting system.

Physical Requirements: The work is principally sedentary, however, some walking, standing, and bending may be required by the position.
