This Human Resources (HR) Assistant position is a full-time position located in Winterhaven, CA and supports the SW Region, Office of Human Resources team. This position provides technical and administrative HR related support for the SW Region HR team with a variety of HR related functions. This position reports to the Supervisory HR Specialist.

Duties

Assists with technical and administrative work in support of recruitment and placement programs including merit promotion and delegated examining functions. Reviewing personnel requests, determining area of consideration, developing and issuing vacancy announcements; screening applications to determine completeness and basic eligibility; preparing certificates of qualified candidates; generating receipt acknowledgements and final action responses; performing qualifications analysis and rating on lower-grade positions as assigned; conducting and/or assisting in the conduct of rating panels; coding and processing personnel actions; preparing pre-appointment packages; in- processing employees; and providing a variety of general information regarding recruitment program functions, processes, and procedures. Providing technical and administrative support for a human resources office involving the application of personnel management principles, concepts, practices in two or more of the Human Resources functions including recruitment and placement and employee benefits program. Provides technical and administrative support for clerical tasks for recruitment and onboarding /new employee orientation. Coding and processing a variety of general human resources topics such as benefits, pay, leave, personnel records, and application for employment; and using personnel automation systems to input, update, or retrieve information. Performs work in support of employee benefits programs such as: providing orientation, guidance and/or consultation to employees and serving as the primary contact on a wide range of Federal employee benefit programs (i.e., FERS, CSRS, FEGLI, TSP, OWCP); explaining eligibility requirements, Explain eligibility requirements, enrollment processes, and basic features of benefits programs; processing and explaining retirement benefits; researching and responding to requests for information either by telephone and/or in-person in resolving problems; analyzing and processing a variety of personnel actions to include unusual health and life insurance elections, and reviewing completed designation of beneficiary forms for compliance with established regulations, utilizing automated HR systems to process a wide variety of benefits actions and to generate standard reports as required. Servce as the eCOMP point of contact and assist with Office of Workers' Compensation Program tasks.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-0203-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: answer inquiries concerning job vacancies for which applications are being accepted; apply appropriate rules and regulations to determine pre- employment requirements; review documents for accuracy and completion. Assisting applicants with troubleshooting technical issues within the online application system. Processes personnel actions and utilizes other pre- and post-employment HR systems in order to track actions and make appointments. Knowledge and experience with reviewing employees benefits for new hires thru electronic and manual programs for health benefits, vision, dental and life insurance. MINIMUM QUALIFICATIONS, GS-0203-08: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: have specialize experience in understanding and applying technical knowledge of numerous human resources guidelines, regulations, instructions, directives, procedures, policies and precedent situations involving the interrelationship and impact of various human resources actions; coordinating human resources transactions on a daily basis with management officials, technicians, in support of working with HR Specialists to accomplish a wide range of human resources transactions related to recruitment, and placement; advising and providing comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment and placement. Manage and administer employee's benefits and compensation programs for health insurance, dental , vision and life insurance for new hires and current federal employees. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
