About the Position: Serves as Project Manager for a large multi-purpose lake project involving extensive material resource and recreational activities and a wide spectrum of facilities, which may include Corps responsibilities in Wildlife Conservation Areas.

Duties

Supervises all aspects of the work of the organization. Works with subordinates to plan projects, prepares estimates of requirements of time and money. Establishes performance standards. Oversees the conservation, preservation, restoration, and use of all lake natural resources. Develops guidelines, standards, and procedures for analyzing public needs, demands, site carrying capacities, and resource capabilities. Monitors and evaluates recreation trends and developments for planning future facilities, methods of work, and programs. Coordinates overall development and maintains land and natural resources management plans. Responsible for the preparation, justification, and support of budgets, obligation and expenditure schedules and spreadsheets. Serves as an approving official, contracting officer's representative, news media spokesperson, and emergency response coordinator. Provides expertise in the management of a major water resource development lake as it pertains to the dam and appurtenant structures in conjunction with daily duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a valid state motor vehicle operator's license.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes following biological practices, principles and techniques related to administering, planning and implementing environmental, recreational and natural resource management activities at a water resources project and experience applying natural resource management related laws, policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
