This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Recruiting for a Director of Operations, NH-1101-4, for Army Contracting Command located at Picatinny, New Jersey.

Duties

As a Director of Operations, you will be required to: Responsible for ensuring all organizational programs, plans, and policies are systematically integrated into an overall plan of operation. Works closely with other Army leaders in providing continuity of leadership in assessing mission and work requirements and developing plans, goals, and objectives. Directs the planning and execution of financial processes, human resources management, training, employee awards program, Government Purchase Card, contracting operations, Quality Assurance, Security, Information Management; business planning; facilities management oversight; and oversees other critical support services such as internal/external audits, risk management and special staff functions within the command. Reviews work efforts within command staff to ensure continued support to organizational mission elements, as well as progress and timeliness of products. Interprets the concepts and objectives of higher headquarters programs/projects in terms of impact on Center sustainment of missions and responsibilities.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period will be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Foundational Level in the Acquisition Career Field Contracting within 24 months of entrance on duty.
  • This is a Critical Acquisition Position. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Must obtain/maintain a Secret Security Clearance.
  • Position is designated as Mission Essential.
  • May require overtime work to include working on weekends and holidays.
  • One year Supervisory Probationary period may be required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience at the NH-3 (GS-13 grade level equivalent) is required. It is defined as one year of specialized experience equivalent to the NH-3 pay band (GS-13 equivalent or higher) in the Federal Service, which includes; 1) Utilizing various qualitative and quantitative methods to improve the effectiveness of long and short range planning of complex management processes; 2) performing studies of broad and difficult problems in programs to determine solutions that would prove adequate; 3) Displaying strong communication skills to resolve problems using advocacy, persuasion, and mediation to avoid litigation.
