You will serve as a Supervisory General Supply Specialist (GS-11) in the Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP), NAVSUP Fleet Logistics Center (FLC) Norfolk North Branch. This position is located in Newport, RI at NAVSUP FLEET LOGISTICS CENTER NORFOLK.

Duties

You will develop work methods, techniques and local operating procedures for receipt, custody, stowage and distribution retail stock and customer owned Hazardous Material. You will perform Hazardous Material supply program planning and budgeting for supply and related operations. You will determine and program short and long range HM inventory management requirements. You will analyze operational reports, plans, and work schedules from a wide variety of supply systems to anticipate and pinpoint causes or material support deficiencies. You will manage the Navy ERP program database as a means of collecting, recording, and analyzing transaction/cost data, and generation sources.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate one year of General Supply Specialist specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector leading and or directing supply operation work applying knowledge of a broad range of supply program relationships, significant expertise and depth in the Hazardous Material field of supply operations. I also have experience analyzing and evaluating the effectiveness and efficiency of supply programs and/or operations. Specialized experience must reflect the following: Interpreting policy direction for specific hazardous material operational requirements Developing guidance for applying policy, procedures, techniques, equipment, and methods to a variety of work situations involving various degrees or levels of Hazardous Material supply controls Responding to problems or questions involving implementation of supply guidelines at lower levels Arranging resources against approved programs; participate in the planning, presenting and executing of budgets and analyzing budget impacts on programs. Education

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
