This is a full performance level, non-supervisory position, located at the VA Medical Center in Buffalo, NY. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Program and Partnership Management 35%
Program Management
Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Performs the following duties: coordination of computer programs, programming, coordinating EHR programs for staff use, development of project plans, convening stakeholder groups to prompt requirements, conducting environmental scans for viable solutions to business need, deploying solutions, and performing assessments to ensure the informatics products and services are meeting stakeholder needs.
Partnership Management
Cultivates a healthy working relationship between the Office of Information and Technology (OIT) and HI, allowing for routine dialog to enable the sustainment and optimization of our health IT solutions and workflows, for the benefit of all staff and Veterans. Leads meaningful and coordinated use of subject matter experts (SME) to support decision making among informatics functions to optimize the healthcare system and the tools that support the business.
Technical and Data Management 35%
Data and Content Management
Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Applies statistical (quantitative information derived mathematically), machine learning (use of artificial intelligence to derive knowledge from data to predict outcomes), visualization (representation of data via a chart or other image), inferencing (a way to understand cause-and-effect relationships) and other techniques to enable decision support.
Application Support
Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. This includes informatics operations that support activities to address the people, process, and technology components of EHR modernization around the four phases of implementation, involving the (1)Preparation, (2) Initiation, (3) Adoption, and (4) Optimization phases.
Business Architecture Management
Serves as a subject matter expert in the visual depiction of process flow diagrams, assisting end-users with correct interpretation of symbols and diagrams that reflect their work activities. Ensures clinical input in the development and management of the VHA business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.
Health Information Technology (HIT) System Optimization
Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers. S/he participates in actions to evaluate, test, and report on errors found when working with systems and applications.
Requirements Management
Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user. Supports the initial phase of requirements analysis where information is gathered on what an IT system needs to perform by engaging with business owners, subject matter experts (SME), and/or field representatives.
Education and Change Management 30%
Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE GS-11
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Experience in implementing, customizing and supporting electronic health records such as CPRS/VistA within VA system,
Experience with data analytics and data management for complex clinical or operational data
Experience in or knowledge of information management, data mining and data analytics including creating and managing reports and dashboards.
Knowledge and experience in data and analytics including data collection, transformation, analysis, and dissemination; gathering, developing, and interpreting data from various information systems; proficiency in producing presentations and reports.
Knowledge and experience in analytics tools/software that includes but is not limited to: Microsoft Power BI, Microsoft Power Apps, Microsoft Power Automate, SQL/CDW, SSIS, and Pyramid Analytics.

EDUCATION SUBSTITUTION: A Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree that is related to this position OR LL.M., if related. NOTE: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. A copy of your transcript is required at the time of application.

COMBINATION: An equivalent combination of specialized experience and graduate education as described above may be used to fully meet the requirements of this position. SPECIALIZED EXPERIENCE GS-12.You must possess at least one (1) full year of specialized experience equivalent to the GS-11 level in Federal Service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position.
Examples of specialized experience would typically include but are not limited to: Providing planning, oversight, management, assessment and analysis of assigned informatics program functions of high complexity. Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of clinical informatics including administrative and clinical data and data management services or systems and the electronic health record (EHR) and related systems. Leading meaningful and coordinated use of subject-matter-experts to support decision-making among informatics functions in order to optimize healthcare system and the tools that support the business. Evaluating, documenting, analyzing, prioritizing, and recognizing requirements for the improvement of the EHR and other systems in collaboration with the end-user.
There is no educational substitution at the GS-12 grade level.
Preferred Experience:
Minimum 1-2 years of Clinical Informatics and Clinical Applications Coordinator (CAC) experience, utilizing advanced techniques and tools to improve the efficiency of operations and clinical process flows within the EHR (CPRS) and VISTA and experience integrating the EHR with data mining/reporting tools. The CAC uses a combination of clinical, management and technological knowledge, skills, abilities, experience and training to provide innovative solutions to clinical processes and efficiencies through improvements in the electronic health record (EHR)/ CPRS / VISTA).
Serves as the knowledge expert for the computerized medical record and provides users and other staff with consultative support and education.
Develops and presents recommendations for improving clinical data management methods, follow-up procedures, and timely compliance with regulatory guidelines.
Advises the facility CHIO, Lead CACs, and Clinical Informatics Supervisor of programmatic and security requirements for data access, and advises the Medical Center on directives, policies, and best practices from the ISO and OIT offices for health data security and analysis.
Independently develops implementation plans for new software applications and releases. Serving as a project manager, works through the interdisciplinary teams to complete clinical information system initiatives established by national, VISN and local authorities.
