About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER. Army Capability Manager-Foundation Test Officer.

Duties

Serves as the assistant Army Futures Command (AFC)/Futures and Concept Center (FCC)/Intelligence-Capabilities Development and Integration Directorate Army Capability Manager Foundation (ACM-F) Test Action Officer (AO). Manage the development and refinement of test documentation (Critical Operational Issues and Criteria (COICs), Concept of Employment/Operational Mode Summary/Mission Profile and Organizational Test Support Package. Define the digital Multi-Domain Foundational Layer architectural environment for use by the Army Test and Evaluation Command (ATEC) in support to operational planning and test execution. Manage and develop the Failure Definition Scoring Criteria (FDSC) used during Reliability, Availability, and Maintainability Scoring Conferences. Facilitate review of draft COICs with AFC/FCC Futures Integration Directorate as part of the Entry Gate Pre-Capability and Army Requirements Oversight Council Management System Package prior to Army Gatekeeper review. Support the Intelligence System and Analytics Project Manager in maintaining and refining Intelligence Universal Mission Threads (UMT) in support of Army Interoperability Certification of Mission Command Systems. Participate in UMT Product Change Requests (PCR) from other Centers of Excellence ensuring the PCRs do not negatively impact the Intelligence UMT. As a member of the Material Developer’s Test and Evaluation Working Integrated Product Team, assist the Material Developer in managing the test and evaluation strategy of the capability throughout its acquisition life cycle. Interact with Army’s Deputy Under Secretary for Test and Evaluation, Plan and Operations Division in the review and approval of the draft COICs and to resolve any capability questions and obtain Test and Evaluation guidance when required. Conduct desk top analysis reviews on Material Developer Test and Evaluation Master Plan, Technical Developmental Test Plans, and ATEC’s Operational Test Plans, System Evaluation Plans, Simulation Support Plan, Test Design, and Data Collection Plans. Ensure Material Developer and ATEC test documentation identifies the methodology to test ACM-F approved COICs. Represent ACM-F during pre-test planning meetings (on-site or via Teams) to defend the Intelligence Warfighting Function equities during test planning activities. Represent ACM-F during the ATEC’s Data Authentication Group meetings to authenticate suitable test data for the Army Evaluation Center to evaluate ACM-F COICs for Effectiveness, Suitability, and Survivability.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of test and evaluation efforts in support of intelligence modernization and intelligence capability and requirements analysis to develop, analyze, and evaluate new or emerging military intelligence requirements. This includes experience performing a combination of all of the following: 1. Developing, managing and reviewing test and evaluation documentation for intelligence applications and/or modernization efforts. AND 2. Participating in test planning activities for intelligence systems and modernization efforts. AND 3. Participating in test execution and post testing evaluation events. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
