This position serves as a Civil Engineer in a BLM office located in Vale, Oregon.

Duties

This position is in the Operations branch within the Division of Administration at the Vale District of the Bureau of Land Management, with a duty station at Vale Oregon. The primary purpose of this position is to complete limited engineering designs in a developmental capacity. This typically involves performing trainee level engineering design and analysis tasks on a multitude of administrative and recreational sites, including but not limited to simple buildings, roads, dams, and pipelines. This often incorporates the need to carry out, interpret, and explain basic computations and calculations. Essential duties include preparation and review of basic technical documentation such as preliminary service and construction estimates, and solicitation packages. Other duties would be performing developmental assignments and tasks associated with any of the following: project management; administration of contracts and agreements; compliance; and database operation. Primary location of work is in the Vale District Office located in the Vale BLM District Compound. Duties are primarily office related, but the nature of the duties require the incumbent to be capable of traveling to remote locations and performing tasks in the field to meet the demands of the work, and to monitor work quality. Significant work will be performed or inspected in the field, and will include hours of driving, and extended periods working outside in the elements being exposed to dust, wind, heat, and cold. Due to the nature of this position over-night travel away from Vale, Oregon will be required. There are occasions throughout the year where overtime and compensatory time is available, but it is typically on a voluntary basis.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. BASIC QUALIFICATION REQUIREMENT for the 0810 series: From the descriptions below, select the response that best describes your Education, Examination and/or Registration to meet this Basic Qualification Requirement. A. You have successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. -OR- B. You have successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts. -OR- C. You have completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. -OR- D. You have successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts. -OR- E. You have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. -OR- F. You are currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. ADDITIONAL QUALIFICATION REQUIREMENTS FOR EACH GRADE You must also have the following specialized experience and/or education substitution necessary to meet the Additional Qualification Requirement for this each grade level of this Forester Engineer GS-0460-0810-5/7/9 position. [Your resume must fully support this experience in order to be found qualified, in addition to meeting one of the education/experience options under the Basic Qualification Requirement above.] GS-05: There is no Specialized Experience Requirement for either series at this grade. Must meet the Basic Qualification Requirement for either 0460 or 0810 series as stated above. NOTE: Applicants must submit a copy of transcripts. GS-07: A. One full year of specialized experience, comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) in at least two of the following: 1) Applying knowledge, concepts, principles, and theories of civil engineering to solve simple engineering problems; 2) Using commonly-available software to for word processing and data entry and analysis; 3) Creating technical drawings and design using industry-standard computer aid drafting software; 4)Performing basic field inspections or testing of construction projects under the direction of more experienced inspectors, testers, or engineers -or- B. Successfully completed 1 full year of graduate level education. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. -or- C. Met the requirements for Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. NOTE: Applicants must submit a copy of transcripts. GS-09: A. One full year of specialized experience, comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least two of following: 1) Applying knowledge, concepts, principles, and theories of civil engineering to solve routine engineering problems; 2) Using commonly-available software to for word processing and data entry and analysis; 3) Creating technical drawings and design using industry-standard computer aid drafting software; 4)Performing routine field inspections or testing of construction projects\. -or- B. Successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. -or- C. Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Qualifications Continued:

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
