You will serve as a FINANCIAL MANAGEMENT ANALYST in the EXECUTIVE DIVISION (N00FM2), FINANCIAL MANAGEMENT OFFICER - COMPTROLLER (N00FM) of NCTAMSLANT NORVA.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will be responsible for assisting the Execution Officer in the executing the Headquarters (HQ) spend plan, including HQ managed subordinate commands and detachments.
You will perform or advise on work in any of the phases of budget administration.
You will analyze and execute the headquarters spend plan in accordance with a phasing plan .
You will analyze and validate headquarter requirements during budget formulation.
You will provide guidance and instruction to financial technicians and analysts.
You will provide assistance to the Defense Travel Administrator, Authorizing Official and Agency Program Coordinator (APC) who manage the Defense Travel and Government Travel Card programs for NCTAMS LANT Area of Responsibility (AOR).
You will provide assistance to Government Commercial Purchase Card (GCPC) APC who manages the GCPC programs for Naval Computer and Telecommunications Area Master Station Atlantic area of responsibility in resolving accounting/suspense issue/errors.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience identifying, analyzing and resolving budgetary problems.
-Experience creating spend plans and requirements during budget formulation and executing spend plans in accordance to phasing plans.
-Experience advising staff and managers when planning for financial/budgetary and program changes.
-Experience managing and reconciling transactions, and suspense items, including those associated with the Defense Travel System (DTS) and Government Commercial Purchase Card (GCPC) programs.
-Experience analyzing and recommending costs and benefits of alternate methods of financial management and administrative operations to staff and managers.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0501-12.
