You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Contract Specialist) in the CONTRACTS DEPARTMENT (02) of NAVSURFWARCEN IH DIV.
The NT-05 pay band encompasses the GS-13/14 pay grades.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary is limited to a GS-13 Step 10 (based on geographic location).
Duties
You will award and administer a wide range of contracts that may include construction, architect and engineering, facility support contracts and financial assistance actions (grants and other transactions).
You will be responsible for contract management, to include contract formation, drafting/issuing solicitations, negotiations, cost/price analysis, award, contract administration, termination and close-out of various contracts.
You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, and nonprofit organizations, for furnishing supplies and services and/or construction.
You will administer contracts through close-out, assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
You will perform cradle to grave administration of federal financial assistance tools in support of various financial assistance program with various legal authorities, statutory requirements and various recipients.
You will be required to interpret regulations and policies imposed by higher organizational levels.
You will prepare and issue requests for proposals, request for quotes, broad agency announcements, evaluate proposals, develop business case decisions for award, develop award documentation.
You will participate in the planning phase, source selection phase, documentation of the award decision phase, and through contract and/or financial assistance award.
You will advise customers and develop procurement milestones.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-04 (GS-11/12 grade level equivalency) in the federal service or equivalent experience in the private or public sector as a professional contractor providing contractual procurement and administration services (e.g., contract awards, cost analysis, negotiations, solicitations and close-outs) to establish and sustain the acquisition of contracted services, materials, supplies, or construction for an organization.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
