You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the COMMANDER, NAVAL SEA SYSTEMS of SOUTHWEST REGIONAL MAINTENANCE CENTER. Pay range for GS-09: $64,722- $84,135 Pay range for GS-11: $78,307- $101,796

Duties

You will manage and preform the evaluation, monitoring and surveillance of quality systems, special processes and material control. You will plan, develop and organize contract quality assurance programs. You will negotiate and coordinate complex issues regarding ship repair, component and systems. You will review work specifications and contract documentations to ensure adequate quality requirements are met. You will develop and conduct ships force training and in house training requirements for Quality Assurance related subjects.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current a Navy Basic Paint Inspector (NBPI) and Non-Destructive Testing (NDT) certification.
  • You will be required to be ISO 9000:2008 Internal Auditor Certified.
  • You may be required to work onboard ships.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and implementing quality assurance plans by analyzing system data that detects unsatisfactory trends or weaknesses to improve program effectiveness in shipbuilding or ship repair. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating system plans and quality data by reviewing inspection procedures for adequacy and maintaining quality service to improve program effectiveness in shipbuilding or ship repair. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education may be substituted for specialized experience for the GS-11 grade level as follows:
Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another filed related to the position.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

Education may be substituted for specialized experience for the GS-09 grade level as follows:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
OR
