The primary purpose of this position is to provide an Air Force stockpile manager for assigned Department of Energy (DOE) designed nuclear weapons and associated support equipment in Air Force custody.

Duties

Leads and participates in integrated product teams that assess weapon system current and future needs and develops plans for stockpile management of assigned weapon systems. Assesses progress in assigned projects/programs including cost estimates, schedules, and performance by applying sound management methods and procedures. Represents HQ AFGSC and the Nuclear Stockpile Division and serves as Stockpile Specialist in the area of stockpile management of Nuclear Weapons and Nuclear Support Systems. Performs special projects or assignments in support of the command or organization.

  • This position has been designated as an acquisition position and is covered under the Acquisition Professional Development Program (APDP).
  • The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description -CONT-
  • within 24 months of assignment or secure an approved waiver. The employee must meet 80 hours of continuous learning requirements within the designated timeframe.
  • May be required to travel by military or commercial aircraft in the performance of temporary duty
  • Must be able to obtain and maintain a Top Secret Clearance
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Key Position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously imparing-CONT-
  • CONT- the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This is a Centrally Managed Position in the Logistics Career Field. Travel and Relocation Expenses will be paid IAW JTR and Air Force Regulation
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, as Administrative and Management Positions, for GS 346 Logistics Management Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of the mission, roles, functions, organizational structures, and organizations that govern, interface with, and/or influence the logistics management program processes; Knowledge of the policies, practices, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; Knowledge of the application of a wide range of qualitative and quantitative assessment methods sufficient to improve logistics planning processes and enhance the quality and effectiveness of complex logistics programs; Knowledge of DoD weapons systems management and sustainment program goals, sequences of key weapons systems management and sustainment events and milestones, and methods of evaluating weapons systems management and sustainment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition and logistics management processes and initiatives. 2. Knowledge of the application of a wide range of qualitative and quantitative assessment methods. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. 4. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment 5. Ability to integrate, analyze, and manage a variety of logistics functions in support of research, development, production, and support of a system, subsystem, or equipment. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
