Duties
Serves as a Lead Program Integrator for a highly complex DoD weapons system program such as a Major Defense Acquisition Program (MDAP), as defined by OSD (Acquisition ,Technology and Logistics.
Reviews existing agreements, prepares new agreements, negotiates terms and conditions, allocates resources, and assesses contract performance.
Serves as principal civilian technical advisor to the CMO Commander on matters relating to the Program Management cross
functions
Reviews existing agreements and/or prepares new agreements such as: Memorandum of Agreements (MOA), Memorandum of Understanding (MOU), Letters of Delegation (LOD), Letters of Commitment (LOC) and other support documents and delegations as necessary.
Responsible for collecting functional specialist input; analyzing, synthesizing, and synopsizing this input; and ultimately providing an integrated DCMA assessment of the contractor's program performance.
Organizes Program Support Team members' duty assignments to assure overall mission accomplishment
Advises, counsels, and provides instruction to team members regarding contract administration.
Requirements

- Security Requirements: Special Sensitive / Sensitive Compartmented Information (SCI) security access required.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics
(BtB) certification within 48 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
Qualifications
To qualify for a Program Manager (Integrator), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Organizing and leading professionals in surveillance of contractors performing major defense acquisition for weapon systems and major components;
Experience in assessment of contractor's risk and opportunity program;
Experience in creation of performance measures for the subjective analysis of cost, schedule and technical performance;
Experience in surveillance of contractor quality systems, development and manufacturing processes;
Experience in Earned Value Management techniques for predictive assessment of cost and schedule performance.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
