This position reports to the Assistant Director within the Data Analytics section. The primary purpose of this position is to perform a wide range of analytic functions including business intelligence, data mining, training, program analysis, research, and reporting in direct support of the Veterans Equitable Resource Allocation (VERA) Program.
Duties
As the Program Analyst (VERA Coordinator), you will:
Be responsible for VERA analysis, reporting, training, and research; perform in-depth, detailed analysis on all aspects related to the VERA model and patient workload analysis
Analyze management techniques, processes, and styles for improving organizational effectiveness; Plan and organize studies, estimate cost, and interpret regulations
Provide position management advice and recommendations to Leadership including advice on the distribution of workload among positions
Monitor facility workload, patient treatment files (Inpatient and Fee Basis), ambulatory procedures, enrollment, and documentation
Assist in the development of various reports, presentations, and publications for the VAPIHCS to include reports tat measure the operational efficiency of the facility
Review processes and reports findings to to leadership and committee members
Analyze management techniques, processes, and styles for improving organizational effectiveness; using System Redesign principles such as LEAN or other approved improvement methods.
Provide information on educational resources and recommended data validation strategies to ensure that VERA remains a highly accountable resource allocation methodology that meets VA's data integrity standards.
Work Schedule: Monday through Friday, 7am-3:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Creditable specialized experience includes: Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness, efficiency, and productivity of administrative and technical programs; Prepare analyses and reports to deliver briefings to Executive Leadership, Service Chiefs and Managers to encourage understanding and acceptance of findings and recommendations; Plan and organize studies, estimate cost, interpret regulations, and maintain an organization's model; and Implement management improvements in clinical and/or administrative areas.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required to carry documents or a laptop.
