Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated 23-June-2023.
As a IT SPECIALIST (APPSW) at the GS-2210-13/14 some of your typical work assignments may include:
Work involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
Design and develop software solutions using industry standard application programming languages and reporting tools including but not limited to Java, .NET, SQL, etc.
Develop and maintain application level documentation, including source code, tests-test suites, application architectures, deployment and component diagrams, run books.
Work with Agile development, continuous integration, continuous development, and automated testing frameworks
Design and develop software solutions across multiple technology platforms and layers (full stack engineering) including but not limited to cloud, mobile, web, database, and native application platforms.
Working with cloud solutions providers to development and maintain cloud hosted solutions.
Develop and maintain application reference architectures, components, workflows, deployment diagrams, application infrastructure diagrams.
Ensure application compliance in support of information security/information assurance policies, principles, and practices. Cyber harden applications and conduct security level testing as applicable.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent as listed below:
Works with cloud solutions providers to development and maintain cloud hosted solutions.
Applies IT software principle and methods sufficient to participate in the design development, testing and implementation of new or modified application software.
Participates in defining requirements for a project and establishing scalable architectures.
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent as listed below:
Works with cloud solutions providers to development and maintain cloud hosted solutions.
Design and develop software solutions using industry standard application programming languages and reporting tools.
Defines requirements for a project and establishing scalable architectures.
Briefs oral and written communications to varied audiences within the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series.
The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent).For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
