This position serves as the Chief, Engineering Service with responsibility for the professional Engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation Program, Safety, Fire Prevention, Industrial Hygiene, Disaster Preparedness, Green Environmental Management, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management section at a multi-faceted VA Medical Center, including Community Based Outpatient Clinics.

Duties

The duties of the position include but are not limited to: The Chief Engineer has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program. The Engineering Program functions include, but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; safety, industrial hygiene, disaster management, and green environmental management services; fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, utility systems. Responsible for strengthening and enhancing healthcare facility engineering and operations. The Chief Engineer is a key managerial advisor reporting directly to top Medical Center management. A leader and a member of the Medical Center top management team and is relied on for authoritative advice on all aspects of engineering matters Operates as a technical advisor in all or almost all significant management planning, policy, and decision-making actions of the Medical Center except those of a primarily medical nature. Involved with long and short-range planning, establishing policy, and budgeting for the Medical Center, as well as for all Engineering Service programs. final decision-making authority, responsibility, and accountability on issues affecting all of Engineering Service. Facilitates stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements and capabilities and plays in integral role in the accomplishment of, overall VISN and Medical Center goals, missions, and priorities to assure a positive impact on other programs and resources. Responsible for the planning, organizing, directing, evaluating, and management process for the Engineering Service that includes setting qualitative and quantitative standards and provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines (i.e. civil engineering, electrical engineering, mechanical engineering, structural engineer, environmental engineering, and fire safety and safety engineering). This position oversees human resources management matters for the services, including development and implementation of succession and workforce plans and manages human resource functions such as performance, training and development, hiring, and firing. Determines organizational changes in key positions within the Service; ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the Service; delegates to each section supervisor the authority and responsibility to carry out assigned tasks. This position supports the VISN Capital and Energy Engineers in the administration of the programs. In this capacity he meets regularly with other Engineers from the VISN and VA Leadership from the Office of Capital Asset Management. The Chief Engineer is a member of and routinely participates on VISN and national committees and work groups. Leads the Strategic Capital Investment Planning (SCIP) process. Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Engineering Service. Provides expert analysis and advice on complex program issues. Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Assists the VISN offices and other chief engineers by providing technical advice and input on a wide range of engineering issues. Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineers and engineering technicians. Collaborates with the Associate Director, program managers, members of professional guilds, and others as appropriate, but maintains final authority in establishing organizational structure and guidelines, performance standards, work review and reporting requirements. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Citizen of the United States. 1. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time and I have uploaded a copy of my degree and/or transcript. OR, 2. Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR, 3. Evidence of current professional registration or licensure as a Professional Engineer or Architect from any State, the District of Columbia, Guam or Puerto Rico. In addition to the specialized experience above, applicants must have demonstrated the following Knowledge, Skills and Abilities (KSAs) a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities. b) Knowledge related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing). c) Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers. d) Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations. e) Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system. f) Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions. g) Skill in complying with national internal and outside regulatory agency, (i.e., TJC, OSHA, NFPA, etc.), regulations, requirements, guides, policies, procedures, directives and general medical program requirements as they relate to healthcare engineering. h) Ability to anticipate, develop and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment. i) Ability to interview candidates for positions in the section, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs. Physical Requirements: The Medical Center consists of (28) buildings with nearly 700,000 square feet under roof. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Chief Engineer must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Physical activity in response to emergency situations and call backs is expected.
