THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number D2400000 & D1168000 and is part of the DE Delaware JFHQ Army National Guard, National Guard.
Duties
GS-1035-09:
1. Applies modern, industry techniques to create engaging social media content to tell the Army's story and communicate Army recruiting priorities on the recruiting battalion's official social media platforms. Plans and creates multimedia content using graphic design, photo manipulation and video editing software and techniques. Must be able to operate the battalion's host of social media platforms. Will ensure all social media pages within the battalion's footprint maintain consistent messaging and provide accurate, policy-compliant, engaging and timely information. Knowledge of operating Hootsuite is recommended. Must be knowledgeable of DOD and Army policies regarding social media. Assists with managing the battalion's Social Media Content Calendar. Works regularly with USAREC's web content manager and social media marketing representative to ensure content integration and synchronization between the command's website and social media platforms. Attends working groups, operational planning teams and in progress reviews with battalion and brigade staff in support of the command's communication strategies with a focus on social media as well as usarec.army.mil support and content development. Understands how to access social media platform metrics and assist the Advertising and Public Affairs Chief with compiling reports.
2. Provides or coordinates for social media coverage of major communication events and efforts using the battalion's official social media platforms, including but not limited to, Future Soldier events, educator tours, awards for recruiters, and other key recruiting functions. Provides updates to brigade and USAREC headquarters regarding upcoming social media activity to coordinate amplifying coverage at higher levels.
3. Researches new and innovative tools, programs, systems, software, services and social media industry trends to maintain the battalion's currency and relevance with social media efforts and strategies. Assists Advertising and Public Affairs Chief with preparing social media training and educational materials to provide guidance and training to company and center-level personnel supporting social media efforts. Researches, writes, develops and presents decision/information papers and briefings.
GS-1035-11:
1. Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide.
2. Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. Prepared materials explain or describe the mission of the NG, NG accomplishments, policies, programs or actions taken to ensure the NG's compliance with state and federal regulatory requirements. Written materials include news releases, display advertisements, fact sheets, feature stories, background statements, special reports, etc. Coordinates the analysis of response data on communication campaign effectiveness with programs managers.
3. Responds to media requests for information of both a routine and controversial nature. Prepares or assembles information kits, edits informational materials drafted by subordinate public affairs specialists or unit UPAR's, releases photographs and/or feature stories to the news media, coordinates media interviews with NG subject matter experts and arranges photographic and electronic media coverage of newsworthy NG events.
4. Maintains close working relationships with officials of various civic, media and community groups and Department of Defense personnel, as well as state and national government officials outside the NG.
5. Provides training to UPAR's on PA program policies, practices and processes. Coordinates and evaluates the effectiveness of training and training materials and develops recommendations for program enhancement. Reviews all press releases, feature stories, background statements, special reports, etc., developed by UPARs, prior to their release to the media.
6. Creates new or adapts or modifies accepted communication campaign formats to reach a target audience with a specific message. The selection of a communication campaign format is based on an analysis of targeted audience demographics and message content. After an informational campaign has been implemented, solicited and unsolicited response data is gathered to assess campaign effectiveness in reaching the target audience. If the campaign's results do not meet expectations, the incumbent identifies issues of concern, develops alternatives and after discussing these with the appropriate administrative personal, implements the most appropriate option.
7. Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

- Must meet the definition of specialized experience by the closing date of the announcement.
- Applicant must possess or be able to obtain a secret clearance within one year of appointment.
- Must have at least 24 months experience to be eligible for GS-09
- Must have at least 36 months experience to be eligible for GS-11
- Must have or be eligible to obtain the following MOS's: Officer 46A and Enlisted MOS is 46R, 46Q and 46Z

SPECIALIZED EXPERIENCE:
GS-09 - Must have at least 24 months experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public.
GS-11 and above - Must have at least 36 months experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
MILITARY REQUIREMENTS: Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.
