This position is located within the Tucson Area Indian Health Service (TAIHS), Division of Environmental Health and Engineering (DEHE), Environmental Health Services Branch (EHSB). The purpose of this position is to serve as a technical consultant throughout the Area to provide environmental health services. This position reports to the DEHE Director.

Duties

Independently plans, implements, and evaluates a comprehensive environmental health program Conduct conventional environmental health surveys and prepares reports. Types of surveys include sanitary surveys, radiological surveys, health clinic surveys, food services surveys, head start surveys, solid waste surveys, etc. Assists tribes in development projects and preparing grant applications. Provide residual inherently governmental functions for the DEHE program. Assists in calculating tribal shares for two tribes for Facilities Management and Environmental Health Services programs and assists in compiling Table 4F for these programs. Perform inherently government functions for the Environmental Health Services program including monitoring and maintaining the Environmental Health Reporting System (WebEHRS) and IHS Safety Tracking and Response (I-STAR) data bases. Responsibilities specific to Facilities Management residual functions include prepares, reviews and/or approves project documents concerning healthcare facilities construction. Collaborate and coordinate program activities with other Area staff, Tribal agencies, and other officials from state and federal agencies.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Completed a 4-year course of study that meets all the requirements for a bachelor's degree, and that included or was supplemented by at least 30 semester hours in a science or any combination of sciences directly related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical science). OR Completed four years of experience in inspectional, investigational, technical support, or other responsible work that provided a knowledge and a fundamental understanding of, and the ability to use, environmental health principles, methods, and techniques equivalent to that which would have been gained through a 4-year college curriculum. OR Possess a I have a combination of education and experience as described above. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS, GS-0688-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Plan, implement, and evaluate a comprehensive environmental health program; Conducts conventional environmental health surveys and prepare related reports; Performs independent analysis pertaining to the environmental health matters for the services populations; Monitor and maintain a Web-based environmental health reporting system for supporting environmental health operations; Compile and analyze health status indicators to use in reports for internal and external reporting. Selective Placement Factor: In addition to the minimum qualification requirements, the following registration is determined to be essential to perform the duties and responsibilities of this position. Applicants who do not meet a selective factor are ineligible for further consideration. Copy of registration must be submitted. Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) from a nationally recognized credentialing body such as the National Environmental Health Association (NEHA) Applicants who do not meet a selective factor are ineligible for further consideration. Copy of registration must be submitted. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
