You will serve as a Supervisory Fire Protection Engineer/Technical Discipline Coordinator in Design Division, Planning, Design & Construction Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.

Duties

You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, type of work, and workload. You will identify training needs of subordinates. You will facilitate team initatives and information sharing throughout the Fire Protection Engineering Community of Practice. You will supervise a diverse team of engineers, set expectations and performance levels, and address any human resource issues. You will find alternate solutions to solve fire protection engineering problems or challenges. You will determine ways to increase efficiency of fire protection engineering methods for carrying out projects.

  • Must be a registered Professional Engineer (PE) in the discipline of Fire Protection Engineering, from any state, the District of Columbia, Guam or Puerto Rico.
  • Must able to obtain and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has a selective placement factor (SPF) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in the discipline of Fire Protection Engineering, from a State, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application if you meet this requirement. In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience as a professional fire protection engineer at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced engineering theories, concepts, principles and practices to provide innovative recommendations in fire protection engineering; 2) Managing the execution of significant projects, as assigned to the fire protection engineering branch staff, representing an important segment of the agency's operating programs; 3) Providing consultations on fire protection engineering issues for all architectural and engineering designs related to facilities design and construction; 4) Coordinating various engineering and architecture disciplines to deliver Capital Improvements products and services; 5) Accomplishing cost effective and high-quality design and construction projects; 6) Demonstrating supervisory experience and setting the workforce's expected performance levels; 7) Facilitating discussions and preparing technical presentations to military and/or civilian leaders; and 8) Mentoring employees, interns, and field office personnel in fire protection engineering and organizational processes. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
