This is a full performance level, non-supervisory position that is located in the Veterans Health
Administration of the Department of Veterans Affairs. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).
Duties
Duties include but not limited to:
Serves as the knowledge expert for the electronic health record and associated clinical software, and provides users and staff with consultative support and education.
Consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care· operations more effective and efficient.
Represents a wide variety of stakeholders and liaisons with both internal and external organizations.
Identifies end-user educational requirements and training needs; develops educational programs and instructional materials and appropriate tools to educate the users and support staff at all levels of the organization, and trains others to deliver educational programs.
Monitors end user satisfaction to drive enhancements and increase performance. Examines the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams.
Exercises expertise in clinical operations, develops and/or oversees the development of information related to patient care, such as patient registries to allow the Clinical Team to track management of patient illness; and develops performance management tracking tools.
Extracts; analyze and provides data to assess treatment impacts such as: clinical endpoints, health status outcomes and utility estimates; estimated usage; characteristics of treating designated populations; evaluating patterns of substitution against other products such as resource impact assessments.
Actively participates in the development of clinical decision support systems with, for example, the Pharmacy and Therapeutic Committee; the Medical Records Committee; the Clinical Executive Board; program development vendors using Commercial Off The Shelf Software (COTS) and decision support systems; clinical informatics oversight committees; Clinical Practice Guidelines Committee; others as may be decided locally.
Maintains state of the art knowledge of changes in technology and clinical environment to identify, propose, formulate and support new or revised major administrative and clinical policies and directives for clinical software packages in accordance with VHA regulations.
Provides expertise in the design of decision support tools that improve health care efficiency, effectiveness and safety.

Work Schedule: Monday-Friday 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, Health Informatics and applications; knowledge in the use of clinical software packages; experienced knowledge of VHA operations national databases (including the Veterans Health Information Systems and Technology Architecture [VistA] architecture and file structure). analytical techniques and clinical applications development techniques to be able to provide expert and professional Health Informatics consulting services and to develop and deliver appropriate Health informatics educational and training programs to all levels of employees, internal and external to the VA. Thorough in-depth knowledge of the clinical environment., including practices. procedures, policies, strengths, and weaknesses to effectively use data to tra.ck and manage patient care. Thorough and current knowledge of emerging and/or state of the art technology, as well as seasoned knowledge of VA protocol, regulations, programs, and processes related to informatics, to propose and support major administrative and. clinical policies and directives, instruct practitioners on the changes and application of new policies and directives, and to provide leadership in one or more local w national Informatics committees/teams. Practical, experienced knowledge of automation and software systems and options that affect clinical practice, and knowledge of technologies that is likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions, and to ensure quality management of clinical operations. Comprehensive knowledge of the data life cycle including data design collection, and management to input, retrieve, analyze, summarize, and present information effectively. Advanced leadership skills sufficient to guide and ensure the success of multidisciplinary teams and to lead and manage informatics-related projects. Skill in communicating both orally and in a variety of written media with all levels of end users, management, and both internal and external to the facility.

Physical Requirements: The work of this position is primarily sedentary. No special physical demands are required.
