VISN 2 Network office is recruiting for a Health Systems Specialist for the executive team. Provides a variety of managerial and administrative assistance in: identifying, categorizing, analyzing and applying qualitative/quantitative data methods for assessment and improvement of program effectiveness, designing and conducting studies, proposing solutions to management, working collaboratively with experts in developing VISN processes and policies to enhance access and improve quality of care.
Duties
VISN 2 Councils/Meetings: Manages and provides support to the VISN 2 Councils/Meetings including, but not limited to, Quality Value and Safety Council, Quality Management Executive Council, VISN Management Reviews, Quality Management Executive Council, EQIP Tier 2 Reviews, Annual QM Reviews and other councils and committees to be developed. Provides administrative support to the Council and Committee chairs including logistics, agenda development and writing of minutes. Facilitates work of the Councils. Represents the Network Office to include the Network Director, Deputy Network Director, Chief Medical Officer (CMO), VISN HRO, Compliance and Business Integrity Officer, etc. on these Councils in their absence. Provides long and short-term planning to the Councils. Identifies and brings to the Councils new VISN or national initiatives that the Councils must address.
Research national VA and private sector benchmarks for potential use in VA activities. Performs background research and provides data necessary to Councils for policy development, decision making and implementation of new initiatives. Tracks and follows up on all action items generated by the Councils. Ensures development of appropriate material for presentation to the VISN Executive Leadership Council (ELC) when recommendations are made. Monitors and provides data on progress of new initiatives and prepares reports as required by VHA Central Office, Congress and others. Suggests and drafts relevant policy and provides necessary research and background information to assure policy and actions are consistent with VA directives, statutes, policy, guidance, etc. Acts as VISN liaison between Council chairs to facilitate cross communication, shared problem solving, etc. Represents Network Office where necessary in any contracting issues.

National Surgical Quality Improvement Program (NSQIP): Assists with NSQIP reports and monitors development and implementation of corrective action plans as needed. Provides data analysis, strategic planning assistance and written reports regarding required oversight of surgical programs in the VISN as needed.
VISN 2 Other: Supports and facilitates development, implementation and oversight of VISN-wide initiatives to resolve evolving challenges. Conducts analyses of current or projected health care programs throughout the VISN for effectiveness is achieving planned goals and objectives and meeting the needs of Veterans. Develops, maintains, and monitors integrated reporting systems affecting various VISN programs, functions and operations that are interrelated.
Conducts studies and special projects to implement health care delivery programs and improve the efficiency of health care operations throughout the VISN.
Provides a variety of professional-level health care administrative support functions for VISN le1aclership in matters such as patient care, safety, access, personnel, fiscal, research, supply and administration. Performs administrative, evaluative or technical work concerned with establishing and maintaining satisfactory resources and practitioner productivity.
Work Schedule: M-F 8am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working in a healthcare administrative position, supporting administrative, management needs of leadership. Experience analyzing and applying qualitative/quantitative data methods, experience making proposed solutions, conducting studies, and collaborating and developing initiatives. Experience managing and participating in various councils and committees in place of leadership. Experience suggesting, drafting, and applying policies and procedures. Experience managing and monitoring regional or national programs, initiatives, or groups. Skill in interpreting and evaluating content in Legislation, policies, directives etc. Comprehensive skill and knowledge in organizational mission and structure, including personnel, logistics, resource management and information management. Strong communication skills verbal and written. Extensive customer service skills. Skill in computer applications such as but not limited to Microsoft Office suite: Word, Outlook, Excel, PowerPoint.

Preferred qualifications: Master's Degree in Public Administration (MPA) or a Master's Degree in Public Health (MPH)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This work is primarily sedentary, although some slight physical effort may be required.
