Duties
The Project Manager provides leadership, operational and technical support for the District in the Emergency Stabilization and Rehabilitation (ESR) program.
Participates on a team of resource specialists to determine required rehabilitation after fire occurrence.
Provides technical expertise to managers and specialists during development of rehabilitation plans by recommending selection of plant species, seed bed preparation, planting methods, protection from grazing, and other proposed actions.
Prepares detailed cost estimate and project summary of the proposed action.
Serves as Project Inspector or Contracting Officer's Representative for rehabilitation projects.
Prepares narrative summaries for fire rehabilitation projects, detailing actual treatments, methods of accomplishments, dates, and other information which may enhance future monitoring and evaluation of the project.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: performed a wide range of well-precedented project management activities involved with ES&R or a similar program; prepared reports, action plans, and schedules; created a variety of administrative records utilized by a wide variety of organizations.

Education: earned a Ph.D. or equivalent doctoral degree OR I have 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education in excess of a Master's Degree. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED)

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
