This National Guard position is for an Information Technology Specialist (SYSADMIN/CUSTSPT), Position Description Number T5905400 and is part of the 158th Communications Squadron of the 158th Mission Support Group of the Vermont Air National Guard
Duties
This position serves as the Operations Section supervisor and a senior Information Technology (IT) specialist. The purpose of this position is to perform a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel within the Section. Responsible for analyzing customer requirements and managing the systems administration, optimization, operational requirements and maintenance associated with the various local area/wide area networks (LAN/WAN), wireless systems, and voice systems utilized by both Wing and tenant organizations on the base. Manages customer IT requirements to meet operational, training, and readiness missions. Ensures viable training programs are developed for assigned functions.
1. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to incumbents on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of incumbents, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards.
2. Provides technical expertise and management oversight, in the installation, administration, optimization, and operation of multiple large and enhanced complex networks and communication systems. Maintains required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all information technology services. Independently oversees installation, configuration, testing, migration, integration, and operation within the network operating environment, ensuring appropriate allocation of resources and minimal service disruptions, and advises customer support specialists, by providing post-implementation support to end-users. Establishes project plans and priorities and coordinates with appropriate personnel to carry out the plans. Provides guidance to subordinates on the development of complex project plan tasks and timeliness. Provides detailed information regarding all technical aspects of equipment, software, and systems. Develops and applies project management techniques to the obtainment of new systems and enhancements to existing systems projects. Coordinates on decisions regarding strategic changes to IT capabilities. Reviews outstanding requirements, assesses and validates priorities, and provides solutions to customer problems. Oversees effort to set up, load, and configure hardware and software to operate networks as defined in the technical design plan. Coordinates installation and sustainment issues with IT and telecommunications specialists, and plans for postimplementation support to end-users. Monitors progress of assigned projects and ensures timelines are met. Oversees the test and implementation of vendor-supplied modifications to existing operating systems and the installation and relocation of equipment with organizations on or supported by the base IT function. Manages the preparation of plans and procedures and documentation for use by IT and telecommunications technicians and operations personnel and recommends revision of operating procedures as necessary. Assesses the security effectiveness of installed systems.
3. Develops and recommends technical solutions to mission and customer requirements. Defines broad objectives as to scope and priorities of projects and requirements in the section and guides subordinates in the achievement of those objectives. Determines time frames and schedules section personnel assignments to meet objectives. Initiates and leads transition meetings to facilitate customer acceptance of systems and operational aspects of the project. Identifies and addresses critical operational issues and certifies operational readiness of networks, equipment, components, software, and systems for organizations located on or serviced by the activity. Reviews proposals for change, analyzes data, and compares alternatives.

- Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
- Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU).
- This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved.

Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard.
Area II: All current Federal Employees from any agency.
Area III: All current and former members of the VTNG.

THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M
SPECIALIZED EXPERIENCE : Is able to perform, manage, supervise, lead, mentor, and/or train the following Information Technology Management and Cyberspace Program requirements: Communications Security Management, Compliance, Computer Network Defense; Configuration Management; Encryption; Enterprise Architecture; Identify Management; Information Assurance; Information Resources Strategy; Information Systems Security Certification; Information Systems and Network Security; Operating Systems; Security, and Technology Awareness. (Refer to Pages 27 and 28) Must have at least 12 months of Cyberspace program supervisory experiences. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives. Experienced in conducting interviews and selecting candidates for initial hires, reassignments, promotions, or formal details. Must have experiences and competence in regard to identifying Dual Status technician positions' Series qualification and/or certification requirements, training development, and compatible military skills. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experiences included training and guiding employees on cyberspace programs and assigning tasks. Supervisory experiences involved balancing mission program work requirements, aligning program policies, and providing advice, mentoring, and a wide-variety of directions. Experienced on coaching and counseling employees on behaviors and/or performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on employee mentorship competencies that improved working relationships and improved employees' performance. Supervisory experiences provided employees with improved training applications and completion of career development certifications and continuing education course programs. Supervisory experiences involved planning work requirements and assigning work to subordinates. Competent in establishing priorities and preparing schedules for work completion. Skilled in determining assignments based on priorities, degrees of difficulty, and program requirements. Knowledgeable and skilled on establishing performance standards, monitoring, and evaluating employees' performance. Experiences resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Skilled and knowledgeable in managing and prioritizes funding and personnel resource needs and executes current year financial programs. Experiences may include planning, organizing and overseeing activities of the operations section of a Cyber Protection Team (CPT), to include both CPT and/or Industrial Control Systems (ICS) defense operators, as well as operations staff in charge of training, weapons and tactics,
planning, and scheduling. Other experiences may include managing, leading, and/or working squadron activities as a cyberspace operators who performed or train other operators to complete CPT, ICS, ACD, C3MS, and NMT tasks, exercises, assessments and projects. Skilled and knowledgeable in managing cyberspace operations weapon system tools. Must have demonstrated abilities to review tasking orders, plans, or requests for forces and experienced in determining operational capabilities.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education
EDUCATION: Successfully completed at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Substitution of Education for Specialized Experience is allowed.
1) Qualifying based on education alone: Education may be substituted for specialized experience with a Ph.D. (or equivalent graduate degree), 3 full years (54 semester hours) of progressively higher-level graduate education leading to such a degree, or LL.M (if related).

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education as described above may be used to meet total experience requirements. NOTE: You must submit a copy of your transcripts with your application.
2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.
