This position is that of a General Foreman in Environmental Management Service (EMS) under the Assistant Chief (Site Manager) of the Perry Point VA Medical Center (VAMC). The Perry Point VAMC provides a broad range of inpatient, outpatient and primary care services. The incumbent must possess the skills and knowledge to supervise, plan, direct, and administer housekeeping and sanitation activities of an assigned operational sanitation team.

Duties

Position Title/PD#: Housekeeping Aid Supervisor/PD15000-O Work Schedule: Full-Time (Rotating Shifts, weekends, evenings, holidays) Duties: The incumbent independently controls work unit operations and accomplishes an adequate quantity and quality of work. Work is reviewed for efficient and economical accomplishment within priorities and controls received. The incumbent is responsible for the daily supervision of approximately 65 Full-time Employee Equivalent (FTEE) which includes Supervisors, Housekeeping Aids, Laborers, Supply Technicians, a Material Handler, a Pest Controller, and Work Leaders. Supervision includes assigning projects, explaining work requirements, and applying methods and procedures required to promote efficient and economical operations. The incumbent must be able to work any tour of duty, work independently, and must be able to make good decisions and use sound judgement. The Perry Point Site Manager outlines objectives and scope. Incumbent assigns work to front-line supervisors and staff based on deadlines, priorities, work sequences, selective consideration of the difficulty, requirements of assignments, the capabilities of employees, general work schedules, methods and policies set by higher level supervisors. The incumbent independently resolves unusual or difficult problems and advises Supervisors of potentially controversial situations. The incumbent develops and carries out plans and specific projects to accomplish daily and scheduled assignments, and all related functions. Work is evaluated in terms of effectiveness in meeting established goals. The incumbent is responsible for direct supervision of five Supervisors which includes completion of performance appraisals for all Supervisors under their control. Supervisory duties include, but are not limited to, planning work to be accomplished by subordinates, and establishing training programs and inspection reports for program satisfaction. The incumbent sets priorities and establishes schedules for work completion; assigns work based on priority, requirements of assignments, and capabilities of employees; ensures that work is completed in a timely manner and that quality standards are met. The incumbent is responsible for evaluating the overall performance of subordinates\leaders. The Incumbent meets with front-line supervisors daily to discuss all controversial findings, problems, and concerns as well as positive accomplishments, superior performance, and upcoming significant events within areas of responsibility and takes actions as needed to correct/support all findings. The incumbent consults with the Site Manager while providing guidance and advice on the daily management and operations for environmental sanitation, practices, preventative maintenance, and patient assistance program (PAP). In doing so, they are required to contribute input that determines local environmental management policies in compliance with regulatory and legal guidelines, providing the basis for sound business practices that define staff responsibilities for performing specific functions. Sanitation Operations Oversight: Environmental sanitation programs involve monitoring and providing a variety of cleaning and waste removal services in an approximately 400-acre campus in addition to the Cambridge and Pocomoke CBOCs. The incumbent is responsible for maintaining cleaning procedures, frequency of cleaning schedules, and cleaning of all floor types, walls, ceilings, bathroom fixtures, furniture, housekeeping equipment and windows taking in to account the unique physical characteristics in a healthcare setting and the many diversified functions of specialized medical departments and medical programs; conducts quality controls by conducting daily sanitation inspections covering all areas of responsibility; ensures all personnel responsible for cleaning are meeting the established standards for cleaning in a healthcare environment; ensures compliance of EMS recycling program, and waste collection within the medical center and constantly monitors procedures, methods and regulatory requirements involved in the removal of waste for the medical center.
