The primary purpose of the Administrative Officer is to direct and perform all administrative functions that include, procurement of equipment, budget reporting, management and program analyst, office support services, document control, logistics, and a variety of related administrative matters in Finance Office, including the Office ADPAC and VISN17 Office Employee Travel Point of Contact, and VISN17 purchase card holder.

Duties

He/she independently develops and implements solutions to the complex issues that arise between the various departments throughout the VISN, Consolidated Units and aligned supported services throughout the V17 Medical centers. Assignments involve all aspects of the Finance Office and often extend to other VISN 17 Program Offices and priorities. The incumbent is responsible to assist the Chief Financial Officer and the Program Office Chiefs in development of policies, procedures, communications, and other documents. Develops, reviews and interprets all station memorandums, bulletins, and pertinent VA regulations to ensure compliance with set guidelines and advising all involved personnel of the same. Prepares, recommends, and implements both short and long-range plans and programs for the efficient operations of all administrative functions. Incumbent is trained in the process improvement and is a key facilitator for performance improvement activities. Direct the personnel management program for Finance Office, coordinating and performing the full range of human resources requirements. Incumbent is responsible for personnel management functions including: recruitment packages, classification, staffing, employee relations, the performance appraisal process, employee awards, training, EEO programs, workman's compensation, and performing necessary research related to human resources management issues. Performs routine and recurring budget administration duties which facilitate the conduct of more complex and detailed review and analysis functions. The incumbent will support the budget for personnel salaries and expenses in activities financed through direct annual appropriations. Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests. Crosschecks the accuracy of budget and program data in related budgetary forms, schedules, and reports. Changes or recommends the adjustment of inconsistent totals, subtotals, and individual entries. Incumbent will serve as the ADPAC for Fiscal Service. The incumbent will provide initial training and first line troubleshooting for the Finance Office staff at Arlington and STX. This requires working closely with VISN and National Management staff, Office of Information & Technology (OI&T) staff, Information Security Officer (ISO), and Chief Health Informatics Office (CHIO). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes, but are not limited to: creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); knowledge of VA travel policy; purchase card policy duties; maintaining and updating department or service-level databases and shared computer drives; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher- level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); knowledge of VA travel policy; purchase card policy duties; maintaining and updating department or service-level databases and shared computer drives; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Applicants may substitute education for the required experience.
