This position is located at the Kayenta Service Unit, Division of Clinical Services, Laboratory Branch, Kayenta, AZ. This position serves as Medical Technologist Department Head and technical overseer of the Chemistry, Reference Laboratory, and Safety sections of the Core Laboratory. The purpose for the position is to provide a full range of accurate diagnosis, treatment and cost effective laboratory testing of patients for optimal patient care.

Duties

Serves as the section expert on chemistry testing, reference lab testing, patient safety, and trains or consults with laboratory personnel and other core laboratory section heads. Advises medical staff and other health professionals in the theories and principles of Clinical Chemistry, Reference Laboratory testing, and Safety regulations. Writes and implements Quality Assurance (QA) and Performance Improvement plans as needed. Organizes and maintains quality assurance programs in their respective sections. Submits quality assurance and performance improvement reports on a monthly basis. Plans and leads a diagnostic testing program providing chemistry, serology, reference laboratory, and Lab Safety services in a clinical laboratory setting Identifies and resolves complex problems; documents, implements, monitors and completes corrective action as assigned to correct deficiencies in Proficiency Testing, Testing Personnel technical performance issues, regulatory compliance deficiencies, and Laboratory Safety deficiencies as needed. Introduces new test methods and modifies or revises standard techniques to improve the quality and accuracy of testing services as requirements change; performs New Test validations/verification studies, summarizes the data for review by the supervisor Assures compliances with TJC accreditation for continuous quality improvement measures

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the specified entry grade (generally grade GS-5). Applicants who wish to qualify for positions at higher grade levels (generally grade GS-7 and above) must also meet the requirements shown in the table on page IV-A-22, in addition to meeting the basic requirements. The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard: 1. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. 2. Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. The individual occupational requirements for some series make no provision for combining experience and education. Therefore, they do not include paragraph B provisions. For a small number of occupations or positions covered by this standard, applicants may possess certain kinds of experience in lieu of education. In such cases, applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree. These situations are generally described in paragraph C of the individual occupational requirements. Applicants whose experience is used to meet the basic requirements through a paragraph B or C provision may qualify for grades above the entry level if that experience includes 1 year of specialized experience. In such cases, the specialized experience would have to be evaluated to determine if it is at the appropriate grade level in the normal line of progression. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: Perform a wide range clinical laboratory tests/exams,, i.e., difficult and infrequent tests requiring special knowledge, for use in clinical diagnosis, patient screening and other authorized purposes. Communicate information to subordinates, such as troubleshooting, and governs quality services; Assure optimal performance of all instrument; determine procedures for chemistry tests to be performed. Write and implement corrective actions plans for any deficiencies and monitor these fallouts; Monitor Quality Assurance/Quality Control indicators and Performance Improvement protocols; Ensure testing processes adhere to acceptable levels of performance based on quality management procedures and principles. Review section work performed on a daily basis, correct errors, and notify attending physicians as appropriate; Ensure staff are trained in the blood gas, chemistry, and reference laboratory sections and maintains regulatory compliance; Define reference values/ranges using statistical methods, set up and monitor record keeping systems and effective quality control procedures. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
