This position is located on the Tonto National Forest, in Payson, Arizona. This position is responsible for planning, developing, administering and executing work plans and projects for wilderness, recreation, trails, and special uses activities. Duties

Provide program input into a natural resources management planning processes for work plans on recreation, trails, and special uses activities. Coordinate with other natural resource disciplines to ensure program requirements are included in the project planning and execution. Conduct surveys and studies of recreation facilities and trails for rehabilitation plans. Gather information and project cost on maintenance of trails and recreation facilities for rehabilitation plans. Participate in the development of long and short-range plans of trails, special uses, and recreation resources for agency guidelines and direction. Develop work plans for the construction and maintenance of trails, parking areas, trailhead facilities, campgrounds, and other developed recreation sites. Coordinate with other natural resource disciplines to ensure program requirements are included in the project planning and execution. Initiate contact with the public to educate visitors and protect resources. Communicate agency management practices, rules, and regulations to the public for education on trails, special uses, and recreation activities. Participate in the development and delivery of natural resource education programs for the local community. Communicate wilderness, trails, and special uses program information to inform the public of the agency management rules and regulations. Participate in recruitment and management of volunteer groups and other partnerships to establish agreements, terms of service, and reimbursement of expenses when applicable.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as two or more of the following: Assisting employees of various grade levels to develop potential recreational sites or areas for additional recreation use and planned development; And/Or: Assisting with other natural resource management activities by analyzing the impact of those resources on the recreation program; And/Or: Administering various types of special use authorizations. OR Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field of study; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and provide the knowledge, skills, and abilities necessary to do the work of this position. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
