Duties
You will serve as a Facility Operations Specialist (Project Manager) in the Facilities Branch (Code 1021) of the Infrastructure Division, within the Corporation Operations Department (Code 10),
You will serve as a Project Manager, reporting to the Facilities Supervisor,
You will provide technical leadership and expertise in the areas of facilities maintenance and operational utilities, preventative maintenance, space management, and project management for overall facility infrastructure,
You will support development and implementation of the facilities 5-year strategic plan requirements,
You will also perform work involving inspecting contractors for compliance within specification of standards,
You will prepare detailed plans, statements of work, cost estimates and specifications for facilities contracts,
You will develop Plan of Action and Milestones for accomplishment of various phases of work, with overall responsibility for timely execution of projects from receipt of work request to completion,
You will track status of all facilities projects keeping management and Corporate Operations financial and business office personnel informed,
You will prepare and submit site approval requests for projects, including site maps, project site analyses and field surveys as required,
You will perform initial and final construction inspections of all phases of contract compliance with contract, identify and document deficiencies to ensure correction of deficiencies are addressed,
You will participate in design reviews and meetings, conduct engineering studies, prepare reports and drawings and recommend solutions based on a thorough knowledge of facilities engineering principles,
You will perform comprehensive technical reviews of contract plans and specifications submitted by NAVFAC, architect-engineering contractors and other government agencies,
You will analyze change requests on construction and service contracts and coordinate with professional engineering staffs and management of other organizations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS:11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: maintaining, planning and developing maintenance of facilities, utilities, and support resources.
GS:12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing facility management services and operations support (e.g., facilities maintenance and operational utilities, preventative maintenance, space management, and project management) for overall facility infrastructure.

Education
SUBSTITUTION OF EDUCATION:
For the GS-11 only:
Ph.D. or equivalent doctoral degree which must demonstrate the knowledge, skills, and abilities necessary to do the work.
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related to the position being filled.
or
A combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent.
