Temporary promotion/Detail will be for a period not-to-exceed one year, This temporary promotion may be extended without further competition; however it may not exceed a total of five (5) years. This position is located in Reno, Nevada. Information about the Reno area can be found at Reno/Sparks Chamber of Commerce. We expect to fill one vacancy at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Ensures contractor performs within the scope of the contract, providing any special instructions or guidance necessary to complete the work in an orderly manner. Identifies veterinary care needs (including vaccinations) at the facilities and schedules veterinarian services, accordingly; assures that health certificates are complete, and vaccinations are current on animals being shipped. Oversees the receipt, care, management, preparation, out shipping, and adoption of large numbers of wild horses/burros at the Palomino Wild Horse/Burro Preparation Center. Provides overall management and operation of the Wild Horse and Burro Facilities in Palomino Valley and Fallon, NV; provides daily over-site of the facility developing plans/objectives for the management of the program. Oversee identification (body color, markings, conformation, size, weight) of wild horses/burros; basic knowledge of equine diseases, common drugs used for treatment, and ability to recognize infirmity and direct appropriate action for treatment.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-12: One (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as developing national wild horse program policies and standard operating procedures to maintain the health of wild horses, burros, and rangelands; coordinate training and technical assistance on all aspects of wild horse and burro program; assist in resolving complex, controversial issues; experience gathering and removing wild horses and burros. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: Duties vary and require outside work involving walking, bending, climbing hills, lifting and carrying various materials or supplies which are occasionally heavy. Physical demands of an unusual nature are common due to unpredictability in behavior of wild horses and burros, and/or the circumstances of handling or controlling them. Agility, fast motor reflexes, and above average strength are all demanded in the normal course of duty performance required during participatory supervision and demonstration of techniques for horse wranglers. Work Environment: Approximately 70% of the work is in the office, the other is outside which will involve driving, on or off-roading, walking or horseback in a wide temperature range variation from below freezing to over 100 degrees F. Outdoors work may be in corrals with inherent problems of surface footing and the extremes created by housing wild animals in confined spaces, or in uneven, broken terrain typical of wild horse and burro habitats.

Education

This series is associated with the Group Standard for Administrative and Management positions and falls under the OPM qualification standard for Equipment, Facilities and Services series 1601 and has no Individual Occupational Requirements (IOR).

There is no substitution of education for specialized experience at the GS-12 level.
