This position is located in the Division of Atlantic, Gulf, or Pacific Operations, Office of Fleet Program Management, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). This position is established to serve as staff expert in matters concerning at sea operations, port, and littoral matters.

Qualifications
To meet the minimum qualifications for this position, you must (1) provide a copy of transcripts for verification, AND (2) meet either the education or experience qualifications for the grade at which you are requesting consideration.To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience utilizing qualitative and quantitative techniques sufficient to identify, consider, and resolve issues or problems.
Experience applying state and federal environmental rules, laws, and regulations sufficient to resolve problems or issues.
Experience with a wide range of physical security concepts, principles, and practices sufficient to review independently, analyze, and resolve security problems of average difficulty.
To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience with a wide range of physical security concepts, principles, and practices sufficient to review independently, analyze, and resolve difficult and complex security problems.
Experience in collecting and analyzing basic facts and drawing conclusions.
Experience in effectively use standard personal computer-based software programs, including word processor, spreadsheet, and database.
To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience utilizing qualitative and quantitative techniques sufficient to analyze operations issues, develop courses of actions, and presenting prioritized options to higher management for decision.
Experience utilizing query multiple technical and statutory sources, in-agency, and extra-agency, to determine their applicability to unique situations and prepare technically and statutorily correct comprehensive reports, recommendations and instructions which best serve agency and program needs.
Experience conducting analyses of technical work performed and costs involved and to communicate effectively in writing.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
