As a specialist in the EEO Office, they perform work related to special emphasis program management and related EEO activities, such as program development, program management and program evaluation. The specialist provides guidance and training to staff providing information regarding the EEO complaint processes, rights, laws, regulations, and procedures. The specialist is also program coordinator of the facility Alternative Dispute Resolution program.
Duties
Major Duties include but are not limited to:
The EEO Specialist provides technical assistance, statistical data, results of studies and advice to SEP managers and committee members to assist them in the implementation of employment programs that address unique issues of their respective EEO groups.
They will assist in defining priority objectives for program managers who are accountable for planning, directing, and implementing viable programs.
Under the guidance of the EEO Manager, assists in development of the facility-wide Affirmative Employment Program (AEP) / Management Directive (MD) 715 for women, minorities, persons with disabilities, and minority veterans in compliance with regulatory requirements and guidance from higher headquarters.
The EEO Specialist is responsible for coordination of the Alternative Dispute Resolution Program for the facility.
The EEO Specialist participates with the Equal Employment Manager in developing and assuring effective implementation and administration of plans of action for the EEO program, based on local needs and resources required achieving measurable program progress.
Work Schedule: Full Time, Monday-Friday, 7:30 am -4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on education and/or experience as described below:
GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to plan, develop, implement, evaluate and monitor programs, complete cycle of fact-finding, problem definition and identification, determining cause and effect relationships, making conclusions and recommending a decision or proposing action, solve complex problems, attention to detail. (This experience must be well documented in your resume.) OR,
Education: Applicants may substitute education for the experience required. May be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.).

Physical Requirements: Work is primarily sedentary in nature. However, it may involve periods of standing while conducting training.
