Glenn Research Center is seeking an Aerospace Engineer, responsible for the coordination and integration of the Compass Team activities involving the conceptual design and concurrent engineering of spacecraft systems. The Compass Lead Systems Engineer (LSE) coordinates the team activities from initial discussions, through the concurrent design study phase, and delivery of the conceptual design. The LSE is also responsible for the management of the Team's physical and virtual workspaces.
Duties
Leads the coordination and technical integration of Compass Team members (discipline engineers) throughout the design process, ensuring successful completion and integrity of a design. Stands up the team and enables Compass to operate on schedule
Responsible for the master equipment list (MEL), power equipment list (PEL), Systems Integration, and Science sheets for Compass designs, along with study-unique requirements, such as a 5 x 5 risk matrix.
Leads the creation and assembly of the final comprehensive chart packages which cover all technical and programmatic aspects of the designs. In the absence of the team lead, responsible for running sessions.
Leads the publication of reports as technical memorandums (TMs) and conference papers. Directs the work of the editor, ensures the quality of the engineer subsections, and confirms material included reflects the analysis work of the Compass Team.
Coordinates the participation of discipline engineers, mentors/trains new team members, and serves as the point of contact for customer requests/schedule priorities.
Represents GRC and Compass internally and externally as a concurrent engineering SME. This includes speaking at applicable conferences and participating in workshops with other NASA concurrent engineering teams to share lessons learned.
Briefs the Engineering Management Board (EMB), highlighting work completed, support provided by Code L, and areas of concern or accomplishment.
Researches, implements and shares best practices for improved methods for concurrent engineering and collaboration. Solicits and incorporates feedback from team members to improve Compass operations.
Leads the Global Integrated Design Environment (GLIDE) team, staffed through the Professional, Administrative, Computational, and Engineering (PACE) contract. Sets development priorities and responsible for maintaining continuity of operations.
Manages and maintains the physical and virtual Compass laboratory and assets, including IT infrastructure, collaboration spaces, and internal and external websites.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- Onsite coordination is needed for engineering sessions. Selectee(s) will be required to work onsite at the duty location listed in the announcement.
- If the individual selected is currently at the GS-13 grade level, they will be detailed at their current grade and step. If the individual is a current GS-12 they will be temporarily promoted to the GS-13 level.
Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Supporting multi-disciplinary teams in the development of products such as mission analysis, system analysis, technology trade studies, cost-benefit analysis, or portfolio analysis;
Evaluating advanced systems (such as launch vehicles, reentry vehicles, high-speed flight vehicles within the atmosphere, in-space vehicles and other spacecraft), architectures, concepts and/or technology requirements;
Supporting written and/or verbal summary assessments of multi-disciplinary team products for project management or stakeholder review.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
