These positions will be located at a USDA Forest Service Unit, specifically the Southwestern Region, Region 3. The Incumbent is a technical expert developing fire planning policies and procedures for the Regional Fire Director or Deputy, and provides oversight and coordination to national forests and grasslands within that region or area. Duties

Provides program leadership and consultation for strategic fire management planning, assessments (e.g., wildland fire risk, prevention, etc.), and interagency and/or unit Fire Management Plan (FMP) development. Develops, plans, and provides fire management alternatives in coordination with Washington Office and Regional Office staff. Provide program management direction and expertise for interagency and/or national forest and grasslands fire planning efforts. Provides guidance to the field units on collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather. Coordinates the regional annual fire management program budget, integrates the budget with other program budgets to meet unit operation goals, and ensures that the fire management program budget is distributed.

  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service.Specialized experience is defined as providing program management direction and expertise for interagency and/or national forest and grasslands fire planning efforts; providing program leadership and consultation for short and long term strategic fire management planning, assessments, and interagency and/or unit fire management plans; utilizing specialized software and modeling to evaluate the effectiveness of fire and aviation management strategies to meet land and resource management goals and objectives; and developing annual program of work, including budget allocations, discretionary spending accounts, and severity requests. Selective Placement Factors A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
