About the Position:
Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Serve as the principal human resources expert and advisor for the Command
Responsible for personnel support of military and civilian employees and military and civilian students for the US Army War College
Provide expert advice, interpretation, assistance and information on all Office of Personnel Management, Department of Defense, Department of Army human capital policies and programs
Develop policies and strategic and operational plans
Plan and carry out projects and studies to identify and resolve problems pertaining to HR program areas
Analyze and evaluate program execution; recognize problem areas; and provide solutions to complex and unusual issues
Prepare and present reports and briefings on program status
Plan and draft human resources management policies and guides to meet the needs and goals of the Command
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Must complete a one-year supervisory probationary period, if not already completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: (1) applying HR management concepts, principles, and practices; (2) overseeing command-level programs; and (3) administering a variety of Human Resources programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-13) or equivalent pay band.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
