Duties

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately January through November, and you will be in a non-pay status for the remainder of the year. The typical seasonal entry-on-duty period for Fort Pulaski National Monument is January- November but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: January This position serves as Chief of the Resource Management division at Fort Pulaski National Monument in Savannah, GA. The purpose of this position is to serve as an advisor to the Superintendent on the management of the park's natural and cultural resources and to engage in the study, inventory, monitoring, planning, and management of a broad range of resources. The incumbent will supervise a small staff of approximately two employees. Professional fields of study and expertise, pertinent to the park's resources and themes, include, but are not limited to, biology, landscape architecture, the physical sciences, and archeology. Other relevant fields include historic preservation, historical architecture, cultural anthropology, museum management, ecology, botany, wildlife management, GIS, planning, and hydrology.

The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. All qualifications must be met by the closing date of this announcement-12/12/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: Basic Requirements Social Science Series 0101: Degree: Behavioral social science; or related disciplines appropriate to the position MUST PROVIDE TRANSCRIPTS -or- Combination of education and experience: that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -or- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirements General Natural Resources Series 0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. MUST PROVIDE TRANSCRIPTS -or- Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic requirements General Physical Science Series 1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. MUST PROVIDE TRANSCRIPTS -or- Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In order to qualfify you must also possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: serving as a manager and an advisor to other staff in the areas of natural and cultural resources within a park or natural area. Examples of qualifying experience include, but are not limited to the following: Designing and leading studies or analyses; Natural Resource, Cultural Resource or Physical Science program management, including identifying issues, gathering and analyzing data, consultation, decision making, directing subordinate staff, communicating with stakeholders, seeking and managing public input, and implementing management actions; collaborating with universities, other federal agencies, and/or non-governmental organizations on research; applying research outcomes and best practices to effect resource management actions; establishing and carrying out management priorities; executing executive leadership or programmatic initiatives; recruiting, hiring, motivating, and evaluating staff; and representing a federal agency in public meetings. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take education percentage. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
