You will serve as a PHYSICAL SCIENTIST in the OFFICE OF THE OPERATIONS OFFICER of NAVAL FACILITIES ENG COMMAND MARIANAS.
A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary. COLA is subject to change without notice.

Duties
You will prepare or manage the preparation of National Environmental Policy Act (NEPA) document or special environmental/planning studies: develop mitigation measures and coordinate proposals with agencies and the public.
You will be responsible for the overall project execution to include budget and schedule management.
You will prepare and review special environmental studies assessing the environmental impacts of military programs, operations exercises, construction projects, and force alignments.
You will perform analytical work to contribute to the development of mitigating measures to minimize environmental impacts.
You will determine needed studies, methods, documentation requirements and funding requirements.
You will prepare and review letters and other data products with sensitivity that all oral communications and written correspondence may be business sensitive and confidential with respect to legal proceedings.
You will review Navy Shore Facilities planning documents to identify environmental problems and additional studies and documentation requirements.
You will make recommendations as to when project development, design, and construction should be initiated allowing for the resolution of known or potential environmental conflicts.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: preparing and reviewing environmental planning, providing technical guidance on environmental compliance for military operations, exercises or construction projects, reviewing environmental planning studies/projects and making recommendation on potential environmental issues and conflicts.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
- Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
