This position located in Bureau of Land Management, in the Division of Lands and Resources. This is a term position not to exceed 5 years, subject to conversion to permanent at the end of the 5 years.

Duties

Identify recreation program requirements and resource needs on a broad scale to develop long and short-term outdoor recreation plans to address needs. Develop, review, recommend, and implement changes to recreation program policies, standards, methods, controls, and procedures. Advise and assist in the development and timely dissemination of information concerning overall program activities and responsibilities. Develop strategic budget planning proposals related to the recreation program(s) managed. Develop and maintain effective working relationships with academic institutions, advisory boards, officials, non-governmental organizations, and interest/user groups concerned with public land management. Research, develop, and administer grants, financial assistance programs, and other funding requests to ensure adequate funding and support in the field. Participate on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures at the National and State Level.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to obtain and maintain a valid state driver's license.
  • You may be required to travel overnight away from home up to5 nights per month. You must obtain a government charge card for travel purposes.
  • This is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.

Qualifications

In order to qualify, you must meet the specialized experience requirement described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as principal coordinator and technical advisor for one or more outdoor recreation programs with broad impacts over a wide geographic area; (2) providing technical advice to state leadership on recreation program needs, priorities, and strategic goals; (3) supporting comprehensive planning and design, including the development of planning methodologies, evaluation of resources, formulation of recommendations, and development of long and short range outdoor recreation implementation strategies; (4) responding to requests from local and state governments, non-profit organizations, and other community groups for technical assistance. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the GS-12 grade level of this announcement.
