This position located in Bureau of Land Management, in the Division of Lands and Resources. This is a term position not to exceed 5 years, subject to conversion to permanent at the end of the 5 years.

Duties

Identify recreation program requirements and resource needs on a broad scale to develop long and short-term outdoor recreation plans to address needs. Develop, review, recommend, and implement changes to recreation program policies, standards, methods, controls, and procedures. Advise and assist in the development and timely dissemination of information concerning overall program activities and responsibilities. Develop strategic budget planning proposals related to the recreation program(s) managed. Develop and maintain effective working relationships with academic institutions, advisory boards, officials, non-governmental organizations, and interest/user groups concerned with public land management. Research, develop, and administer grants, financial assistance programs, and other funding requests to ensure adequate funding and support in the field. Participate on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures at the National and State Level.

• You may be required to travel overnight away from home up to5 nights per month. You must obtain a government charge card for travel purposes.
• This is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.

In order to qualify, you must meet the specialized experience requirement described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as principal coordinator and technical advisor for one or more outdoor recreation programs with broad impacts over a wide geographic area; (2) providing technical advice to state leadership on recreation program needs, priorities, and strategic goals; (3) supporting comprehensive planning and design, including the development of planning methodologies, evaluation of resources, formulation of recommendations, and development of long and short range outdoor recreation implementation strategies; (4) responding to requests from local and state governments, non-profit organizations, and other community groups for technical assistance. Education

There is no substitution of education for experience at the GS-12 grade level of this announcement.
