About the Position:
The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.
Duties
Manage training program for research and administrative personnel.
Analyze training data and programs for effectiveness and identify needs for improvement.
Prepare and distribute training and work products IAW policy and regulations.
Maintain automated documents register and transaction log for card purchases.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a two year probationary period unless you have previously met the requirements as described in 5 CFR Part 315
- This position requires that you obtain and maintain eligibility for a Secret security clearance

The Walter Reed Army Institute of Research (WRAIR) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Assist in the development and/or implementation of training programs for civilian/military personnel in medical research facility; (2) Provide training data analysis to determine timeliness of program completion for individual personnel; (3) Coordinate classroom schedule and attendee registration for on-site training in medical research facility; (4) Reconcile abnormal transactions on Government Purchase Card (GPC) and IMPAC Card Statements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Communications, Business Administration, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
